The Town of Ware Shoals, South Carolina, is soliciting sealed proposals from qualified contractors to provide comprehensive Utility Management Services under a turnkey Operations and Maintenance agreement. The selected firm will manage the Town’s water distribution and wastewater collection and transmission systems, including all appurtenant facilities, preventive and corrective maintenance, and related administrative, financial, and regulatory functions. Responsibilities include system operations and maintenance of wastewater and water infrastructure, technical and administrative support such as preparing budgets, capital improvement plans, and grant writing, ensuring regulatory compliance, maintenance of additional town facilities like the Town Fountain and Splash Pad at Pitts Park, and regular reporting and communication with the Town’s committees. Minimum qualifications include employing or subcontracting properly licensed and certified personnel, a minimum of five years of municipal utility O&M management experience, the ability to provide 24/7 emergency response within one hour, proven capital planning and grant administration experience, furnishing all necessary vehicles and equipment, and maintaining required insurance. Proposals must include a cover letter, company profile, detailed work plan, staffing plan, rate schedule, references, proof of insurance, and optional supplemental materials. Proposals will be evaluated on experience, work plan, staffing, grant writing and capital planning, and cost proposal. Instructions to bidders require submitting one original signed copy, two printed copies, and one electronic copy, in a sealed envelope labeled accordingly. All required sections and documentation as outlined must be included in the submission.
