Professional inspection services are being solicited for owner-occupied housing rehabilitation within the corporate limits of French Lick, Indiana, utilizing Community Development Block Grant funds. Required inspection services, to be conducted by a licensed home inspector, will address roofs, ADA accessibility to housing entry, HVAC, electrical upgrades, and water heater replacement. The scope of work includes an initial detailed property inspection of these five eligible activities (with reports and photos), development of work item-specific rehabilitation specifications for bid documents, and a final completion inspection including post-work photos. The expectation is to provide both initial and final inspection services for approximately 20 housing units. All work must comply with applicable Federal, State, and Local regulations as well as OCRA's CDBG Handbook. Proposals should contain: - Scope of Services: Description of the type and extent of work to be performed. - Qualifications: Information about individuals assigned, proof of home inspector license, and Certificate of Insurance. - Availability: Statement of inspector's availability. - Experience: Evidence of specialized and technical competence related to required services. - Capacity for Performance: List of staff, their availability, and geographic location relative to the project area. - Estimated Costs: Maximum fees for inspection services and per hour rate for additional work if needed. Proposals will be evaluated on qualifications, technical competence/experience, capacity for performance, familiarity with applicable project problems, and cost. The final selection will use a point system based on these criteria, and a copy of the home inspector's license and certificate of insurance is required. Only proposals meeting the stated requirements will be considered.
