Site work for a water / sewer project in Chula Vista, California. Completed plans call for site work for a water / sewer project.

This project is bid under two separate base bid schedules: a. Bid Schedule A - Harbor Island: Installation of approximately 115 ECOncrete Coastalock Units. Approximately 360 linear feet (115 ECOncrete Coastalock Units in a combination of two- and three-row configurations), consisting of approximately 155 linear feet of three-row units and approximately 205 linear feet of two-row units. b. Bid Schedule B - Sweetwater Channel: Installation of approximately 286 ECOncrete Coastalock Units. Approximately 800 linear feet (286 ECOncrete Coastalock Units in a combination of two- and three-row configurations), consisting of approximately 566 linear feet of three-row units and approximately 230 linear feet of two-row units An Additive Bid Schedule is also included for the installation of additional Coastalock Units beyond the base bid quantities, as follows: a. Additive Bid Schedule A.1 Harbor Island - Up to 28 additional units for a total of 143 units. These units will be placed above the two-row layer configuration included in Base Bid Schedule A b. Additive Bid Schedule B.1 Sweetwater Channel - Up to 30 additional units for a total of 316 units. These units will be placed above the two-row layer configuration included in Base Bid Schedule B Liquidated Damages :$600 Calendar Day Bid Valid : 120 Calendar Days Start/Delivery Date : January 2026 Project Duration :180 Calendar Days The Work shall include, but is not limited to, the following, as shown on the Plans for Harbor Island (HI-2023-03) and Sweetwater Channel (CV-2025-02), and as described in these Specifications (2025-29) of the San Diego Unified Port District. a. Harbor Island: 1) The project includes the installation of approximately 360 linear feet of Habitat Friendly Shoreline Structures (ECOncrete Coastalocks), a combination of 2 and 3 rows of approximately 115 - 143 total Units, along the shoreline of Harbor Island. b. Sweetwater Channel: 1) The project includes the installation of approximately 800 linear feet of Habitat Friendly Shoreline Structures (ECOncrete Coastalocks), a combination of 2 and 3 rows of approximately 286 - 316 total Units, along the southern portion of Sweetwater channel adjacent to the Paradise Marsh. The Scope of work for Harbor Island and Sweetwater Channel sites includes but not limited to: 1) Transportation and Handling: (a) Offload District-supplied Coastalock units from delivery trucks at the designated District staging area or Contractor-designated storage yard, and store and protect the units prior to installation. (1) If the Coastalock Units are stored at the Contractor's preferred yard, the Contractor shall be fully responsible for loading, transporting, and offloading the units at the project installation site, including all associated equipment, labor, and coordination required to complete the work in accordance with the Contract Documents. (b) Transport District-supplied ECOncrete Coastalock units from the District staging area or Contractor's storage yard to respective project sites. (c) Harbor Island units may be transported via truck or water-based equipment, and installation may be conducted from either water-based or land-based equipment, as site conditions allow. (d) Sweetwater Channel units must be transported and installed exclusively using water-based equipment. 2) Preparation and Installation: (a) Removal of existing armor stone, filter rock, and underlying soil, as necessary, within the project footprint at the specified locations. (b) Reprofile and installation of filter fabric, and existing and new filter rock beneath removed armor stone as required by ECOncrete's installation recommendations. (c) Install ECOncrete Coastalock units at designated locations. (d) Reposition selected armor rock around installed Coastalock units, interlocking the units from the top and sides of slopes. (e) ECOncrete will provide technical support for the positioning and orientation of the Coastalock Units during installation to ensure correct placement, alignment, and interlock performance in accordance with the design intent. 3) Material Disposal: (a) Properly dispose of any removed armor rock, filter rock, and excess soil not reused in the project offsite (off of Tidelands property). 4) Environmental Protection and (a) The Contractor shall conduct visual water quality monitoring for the presence or absence of turbidity, marine debris, and sheen throughout construction activities. (b) The Contractor shall have silt curtains available on-site at both project locations at all times during in-water work. Deployment of silt curtains is only required if visual water quality monitoring indicates turbidity, debris, or sheen. (1) If deployed, silt curtains shall be installed, maintained, and removed in a manner that effectively controls sediment dispersion and protects water quality, in full compliance with all applicable environmental regulations and Best Management Practices (BMPs).
