Background San Marino is a general law city incorporated in 1913. As a small City with a population of approximately 13,000, certain engineering, technical, and other professional services are typically performed by outside consultants working with City staff. The community itself is largely composed of single-family residential properties, with two small commercial areas along Huntington Drive and Mission Street, respectively (a total of 118 commercial accounts). San Marino is also home to the Huntington Library and Gardens, which attracts a large number of visitors to the City, as well as Lacy Park, a 35 acre community park. The City utilizes a fairly unique backyard service collection system, and does not do curbside collection for residential properties. Drivers enter residents' backyard or side yard, manually stage and deposit the barrel into a light-duty vehicle and place the containers back into their original location in the residents' yard. The light duty vehicles then consolidate their payloads into a commercial front-end loader that is staged nearby on the neighborhood. A total of 10,460.56 tons were disposed in 2023 from all collection sources within the City of San Marino. The successful proposer will provide on-call solid waste and recycling consulting services to help facilitate the implementation and management of the City's exclusive solid waste and recycling franchise agreement with Valley Vista Services. Valley Vista Services is the current waste hauler and recycling services provider, having begun their services in the City on May 31, 2025. Their exclusive franchise agreement expires on June 30, 2035. Both the residential and commercial properties in the City are services by Valley Vista (a link to an electronic copy of the franchise agreement can be found online. For residential properties, the city utilizes a fairly unique "backyard service" model for waste collection, rather than curbside pickup typically seen in other jurisdictions. The agreement with Valley Vista represents the City's first SB 1383-compliant waste hauler agreement. As such, the City is currently in the planning and implementation phase of various SB 1383 programs. The selected Proposer will play a significant role in assisting the City with ensuring the timely and compliant roll-out of these programs. More information on specific tasks can be found in the Scope of Services section of this RFP. Per this agreement, all solid waste consulting fees will be reimbursed to the City by Valley Vista. The term for this agreement is for three (3) years. It is anticipated that the first year of the agreement will likely include the highest volume of work in order to ensure effective roll-out of various SB 1383 programs.
