Under state law, municipalities are required to have a six-year CIP, which can be used to forecast public investments and give a basis for budgeting. Midland’s proposed 2027-2032 CIP, created by the Planning Commission, will be released to the public in January 2026, but city staff is presenting major items to Council at Monday’s meeting. The proposed plan includes nine parking lot projects, digitization of the Grace A. Dow Memorial Library’s local newspaper collection and a ten-foot-wide path for pedestrians and nonmotorized vehicles along Diamond Drive. The path is estimated to cost $2.1 million and the newspaper digitization would be done via a one-time $215,000 purchase of a digitized collection from Newsbank. The total budget across the nine parking lot projects adds up to $3.17 million. The Planning Commission will introduce the full proposed CIP at their Jan. 13 meeting and hold a public hearing on it Jan. 27, 2026. City Council will introduce the CIP Feb. 9 and make a decision at their Feb. 23, 2026 meeting. Council will also hold a public hearing and vote on a petition to rezone vacant property at 4007 Letts Street from township zoning to RB Multiple Family Residential zoning. Marrich Holdings, LLC wants to build two two-family homes on the one-acre lot, which was annexed into Midland from Larkin Township in 2025. Additionally, Council will vote on a proclamation recognizing Dec. 21 as the American Revolution Experience’s opening day at the Midland Mall.
