Reference Number 0000405000 Bid Intent Not Available The City of Midland is uniquely positioned at the confluence of three major rivers - the Tittabawassee, the Chippewa and the Pine and is also the downstream-most point of the Tittabawassee and Chippewa Watersheds. As such, the City has a long history of flooding, which includes major flood events in 1986, 2017, and 2020, where substantial flooding of major streets, businesses and homes was experienced. In the mid-1980's, the City created an ordinance, Chapter 29, to mitigate flood risk from commercial and residential development. Chapter 29 of the City's Code of Ordinances details stormwater management requirements for new development and re-development projects proposed to be constructed within the City. It was last revised in the mid-1990's. A copy of Chapter 29 is included herein. This project is planned to receive federal funds through a Michigan Strategic Fund (MSF) Community Development Block Grant - Disaster Relief (CDBG-DR) grant, administered by the Michigan Economic Development Corporation (MEDC).
