Porterville Unified School District ("District") invites sealed electronic quotes from qualified firms to remove and replace the refrigeration system serving an existing walk-in cooler at Granite Hills High School and Porterville High School The District intends to award to the lowest responsive and responsible vendor based on the Total Lump Sum. The District reserves the right to consider schedule, equipment quality, warranty, past performance, and completeness/responsiveness of the quote; to waive minor informalities; to request clarifications; to reject any/all quotes; and to issue no award. Evaluation Considerations (non-weighted): Price (Total Lump Sum) Compliance with scope/specifications Proposed equipment (capacity, efficiency, compatibility) Proposed timeline and site logistics Warranty terms and service responsiveness MINIMUM QUALIFICATIONS Licensing: Current California Contractors State License Board (CSLB) C-38 Refrigeration or C-20 HVAC license. EPA Certification: Technicians handling refrigerants must hold EPA Section 608 certification. Insurance: Maintain insurance per Section 8 and provide proof with the quote. Experience: Demonstrated experience installing, servicing, and maintaining commercial refrigeration equipment of similar size/scope. (If applicable) Public Works: If determined to be Public Works, vendor must be registered with the California DIR and pay prevailing wages. Deadline to submit questions (RFI): Thursday, October 30, 2025, at 2:00 PM PT The selected vendor will be responsible for the following tasks related to the removal and replacement of a refrigeration system for an existing walk cooler: 1. Shut off Power: Safely disconnect power to the cooler. 2. Evacuate Refrigerant: Remove all refrigerant from the existing refrigeration system. 3. Disconnect Refrigeration Lines: Disconnect the refrigeration lines from the coil and condensing unit. 4. Remove Existing Equipment: Remove the existing coil and condensing unit. 5. Install New Coil: Ceiling-mount the new coil with all necessary hardware and secure it in place. 6. Install New Condenser: Set and secure the new condenser in the existing location. 7. Connect Refrigeration Lines: Connect the existing refrigeration line set to the new condenser and coil. 8. Electrical Disconnect Switches: Replace electrical service disconnect switches using the existing wiring. 9. Pressurize and Inspect: Pressurize refrigeration lines and inspect for any leaks. 10. Recharge Refrigerant: Measure refrigerant levels and add as needed to ensure proper levels. 11. Restore Power: Restore electrical power to the cooler system. 12. System Start-up: Perform system start-up, verify unit operation, and adjust temperature settings as needed. 13. Dispose of Old Refrigeration Equipment: Properly dispose of the old refrigeration equipment in accordance with EPA regulations. 14. Work Hours: The work must be performed during regular business hours, Monday through Friday, 6:00 AM - 4:00 PM.
