Renovation of a multi-residential development in Ottumwa, Iowa. Completed plans call for the renovation of a one-story above grade multi-residential development.
Single lump sum bids will be received for the boiler replacement at Westgate Tower, 910 West Second Street, Ottumwa, IA 52501, for the Ottumwa Housing Authority. Work is to begin upon issuance of the owner's Notice to Proceed and must be completed, with all equipment in operation, before the completion date noted on the bid form, subject to any extension granted by the owner. Bidders are responsible for observing site conditions and are welcome to attend a scheduled site visit. Bid guarantee in the amount of 5% of the bid must accompany each bid in a separate envelope. Laborers and mechanics must be paid not less than the minimum wage rate as set by the Secretary of Labor and comply with the Davis-Bacon Act. The contractor must adhere to the Copeland Act (29 CFR Part 3) and Executive Order 11246 regarding equal employment opportunity. A performance bond for the full contract amount will be required, and liquidated damages of $50 per day will be assessed for delayed completion. Additional documents to be submitted with the bid include Representations, Certifications and Other Statements of Bidders (Form HUD-5369a), Previous Participation Certification (Form HUD-2530), and Non-collusive Affidavit. The Ottumwa Housing Authority reserves the right to conduct a pre-award survey to determine bidder responsibility and capacity and to reject any or all bids. Progress payments will be made based on monthly applications certified by the owner, matching the value of work completed, including materials and equipment delivered during the preceding month. All bids must be signed and dated; for joint ventures, each party must sign the bid.
