The project consists of new street lighting mounted on drilled shaft concrete foundations and all required electrical service and controls. Purchases for this project are exempt from state sales and use tax according to La. R.S. 47:301(8)(c)(i). The successful bidder will receive tax-exempt status via Form R-1020, Designation of Construction Contractor as Agent of a Governmental Entity Sales Tax Exemption Certificate, provided by the Louisiana Department of Revenue. All bids must comply with the contract documents on file with the Jefferson Parish Purchasing Department. Each Bid must be accompanied by an electronic bid surety bond equal to five percent (5%) of the total amount bid, payable without condition to the owner. Vendors must submit an electronic bid bond through the online clearinghouse bond management system(s) as indicated in the electronic bid solicitation. No scanned paper copies of any bid bond are accepted as part of the electronic bid submission. Drawings and specifications are available for inspection at the Jefferson Parish Purchasing Department. Geotechnical information, if available, is also on file for reference. Contractors may need to conduct their own geotechnical inspection and provide proof before the start of work. A complete set of drawings and specifications can be secured from Perrin & Carter, Inc. for a deposit. The successful bidder must furnish both a payment bond and a performance bond guaranteeing faithful performance of the contract. The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause. MBEs, WBEs, DBEs, and SBEs are strongly encouraged to participate. Attendance at a pre-bid conference is invited but not mandatory.
