RFP Construction Manager - Dfcm Construction Office of Homeless Services - Homeless Resource Campus The State of Utah Division of Facilities Construction and Management (DFCM) is requesting proposals for Construction Manager / General Contractor (CM/GC) services for the referenced project: Project Description: Construction of a new homeless resource campus suitable for approximately 1,300 individuals. Fixed Contract Price Limit $60,000,000.00 Question Deadline 11/18/2025 at 3:00 PM MT Online Portal The intent of the Homeless Resource Campus is to bring together a full spectrum of services into a single, accessible location. The campus is expected to operate using a "hub and spoke" system, where individuals can access core services at a centralized hub and be connected efficiently to additional specialized resources across the community-- the spokes. This model reduces barriers to service access, increases operational efficiency, and strengthens the broader network of support. The proposed campus is intended to complement, not replace, existing homeless resource centers. By expanding capacity, providing more comprehensive services, and improving the overall system's availability, the campus would enhance the sustainability and effectiveness of the region's homelessness response.
