The Town of Esto, Florida is requesting Statements of Qualifications (SOQ) from qualified firms to provide continuing professional engineering services pursuant to the Consultants' Competitive Negotiation Act (CCNA), 287.055, Florida Statutes. Selected firm(s) will be used on an as-needed basis for general municipal engineering projects, including water, wastewater, stormwater, roads, drainage, parks, recreation, and public facility improvements. Multiple firms may be awarded continuing contracts. Submission Requirements Firms shall submit 1 original, 5 paper copies, and 1 electronic PDF containing: o Cover Letter of Interest o Firm and Key Personnel Qualifications o Relevant Project Experience (small towns, SRF, CDBG, FRDAP) o Grant Funding Experience o References o Statement of Availability & Proximity o Required Compliance Forms o Proof of Insurance & W-9 Page limit: 35 pages (excluding required forms) Deadline for Written Questions: November 20, 2025 Responses Due: Thursday, December 4, 2025 Evaluation/Ranking: December 16, 2025 Town Council Award: December 16, 2025 The method of Contractor Selection has not been Determined at this time.
