The City completed an inventory and condition rating of the City's hiker-biker trail system. A listing has been prepared of trails in need of repair. This is an ongoing program to maintain, repair and carry out safety modifications to the City's hiker-biker trails. The 2005 Bowie and Vicinity Master Plan recommended an off-road pedestrian trail connection between Old Town Bowie and the MARC train station at Bowie State University. The City's Walkable Communities program, endorsed by City Council in 2006, recommended pedestrian improvements throughout Old Town Bowie. In November 2008, City Council passed Resolution R-78-08 approving a series of recommendations for the Old Town Bowie Trail System, updating the 2003 City Trails Master Plan. The Bowie Heritage concept was finalized through a series of community meetings held in 2009. The highest priority segment of The Bowie Heritage Trail system is the segment between 12th Street and 10th Street (Segment C or Phase 1), using the unimproved Railroad Avenue right-of way. The City of Bowie's Trails Master Plan was originally approved in 2002 and it has been used to guide the City's Capital Improvement Program, grant applications and several revisions to City standards. An interim update occurred in 2008 when the Bowie Heritage Trail system was endorsed by the City Council. More recently, the City's 2016 Sustainability Plan targeted two new specific goals to improve the City's walkability and expand biking, hiking and walking trails as part of a safe interconnected trail network. The City funded the update to the Trails Master Plan to address these goals and to set new priorities for future capital improvement projects to help achieve the goals. Updating the City Trails Master Plan presented an opportunity to address current issues and the needs of the trail system's users. The City Council approved the Trails Master Plan on September 16, 2019 through approval of Council Resolution R-70-19. The Trails Master Plan sets a vision, goals and priorities for the City's trail network. In addition, the Plan identifies a recommended trail network and makes trail system design recommendations. The primary Trail Network will be created utilizing a combination of existing on-and off-road pedestrian and bicycle facilities to form a north-south spine referred to as Bowie-Byway. The Trails Master Plan recommends first establishing the Bowie Byway and then enhancing the route over time to improve the overall trail experience. An important purpose of the Trails Master Plan is to prioritize projects for inclusion in the City's Capital Improvement Program. The project is included in the City's 2026-2031 Capital Improvement Program (CIP). As of November 3, 2025, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
