A Job Order Contract ("JOC") is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the two-year term of the contract. The work is to be performed in San Francisco, San Mateo, Santa Clara, and Alameda Counties. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 10.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and/or Small-LBEs. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Building / Moving / Demolition; Carpentry; Cathodic Protection; Concrete; Construction Traffic Control Services; Earthwork and Paving; Electrical; General Building Construction; General Engineering Construction; Hazardous Materials; Heating, Ventilation, Air Conditioning; Marine Related Services; Painting / Waterproofing; Pipeline; Plumbing; Reinforcing Steel; Roofing; Sheet Metal; Structural Steel; Trucking and Hauling; Welding; Well Drilling; and Well Pump Repair. The specialized marine-related scopes of work will require extra insurance coverage, i.e. Marine Liability Insurance, Watercraft Liability Insurance, Longshore and Harbor Workers' Act Insurance, and Jones Act Benefits. A Class "A" California Contractors License is required to bid. In addition to an A-License, the prime bidder must have successfully completed work on at least three public works projects within the past ten years, each project with a minimum construction value of $1,500,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. Bidders must have successfully completed work on at least three marine facilities within the past five years with a minimum construction value of $1,000,000. Bidders must provide the following additional insurance requirements: Marine Liability Insurance, Watercraft Liability Insurance, Longshore and Harbor Workers' Act Insurance, and Jones Act Benefits. SFPUC reserves the right to request and consider additional safety information at any time, although it has no duty to do so.
