The project includes asphalt milling and resurfacing, curb painting, curb ramp modifications, and guardrail improvements on Downtown Alleys. Project locations are North/South Alley, 10th Street to half block south of 11th Street; East/West Alleys west of College to North/South Alley; North/South Alley, 8th Street to 9th Street; North/South Alley, half block North of 7th Street to 8th Street. Bidders must submit in proper form as described in the instructions, including a completed Questionnaire Form 96, a cashier's or certified check or bid bond equal to 5% of the total bid (if project estimated at $200,000 or more), a Trench Safety Systems Affidavit if required, a written plan for an employee drug testing program if the estimate is $150,000 or more, and a signed contract compliance certification form. Federal wage rates must comply with the Davis Bacon Act. For bids of $200,000 or more, performance and payment bonds for one hundred percent of the contract amount are required and must remain in effect for one year after final acceptance of the work. Each bidder must also ensure opportunities for training and employment for lower-income residents and consider small business concerns in the project area.
