The work consists of sanitary sewer inspection, point repairs, open trench replacements, and /or pipe bursting, as well as manhole rehabilitation or replacement, and reconnection of existing laterals, located at various streets within the Winston Serra Neighborhood in northeastern South San Francisco, CA. Question Deadline 11/12/2025 at 5:00 PM PT Question Response Deadline:November 14, 2025, 5:00pm. Bidders may submit pre-bid inquiries or clarification requests. Bidders are solely and exclusively responsible for submitting such inquiries or clarification requests not less than fourteen (14) calendar days prior to the scheduled closing date for the receipt of bid proposals The City will not respond to any bidder inquiries or clarification requests, unless such inquiries or clarification requests are submitted timely via online. The Contractor shall be responsible to furnish all labor, material, tools, equipment, incidentals and services necessary to complete all the work as specified and in accordance with the plans and specifications for the Sanitary Sewer Spot Repair and Rehabilitation Project. At the time of contract award, the successful Bidder must be legally entitled to perform contracts requiring a Class A Contractor's license. Any Bidder or contractor not so licensed shall be subject to all penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board. The City reserves the right to reject any or all bids as the best interests of the City may dictate and, to the extent permitted by law, waive any informality or minor irregularity in any bid. If there is any reason for believing that collusion exists among the bidders, the City may reject any or all bids. Cash, cashier's check or certified check, payable to the order of the City of South San Francisco, of not less ten percent (10%) of the bid or a bond in said amount, payable to the City of South San Francisco and signed by the bidder as well as a corporate surety, shall accompany the bid. The amount so posted shall be forfeited to said City if the bidder does not enter into a contract with the City within ten (10) calendar days after Notice of Award. The City of South San Francisco shall have the right to hold all bid bonds until award of the contract. However, the Finance Director may order the return of all bid bonds except that of the two (2) lowest bidders prior to the award. No Bidder may withdraw their bid for a period of ninety (90) calendar days from the date of opening of the bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract. Any bid withdrawal before the expiration of such time period shall result in the forfeiture of Bidder's Bid Bond. In the event of a bid mistake resulting from a clerical error made by the Bidder, withdrawal of such bid without forfeiture of the Bid Bond may only be allowed if the criteria set forth in California Public Contracts Code Sec. 5103 are met and the procedures set forth therein are followed; any such approval by City of South San Francisco of bidders request to withdraw bid shall be at the sole discretion of the City of South San Francisco
