The purpose of this RFP is to request proposals for the Projects listed below. The selected qualified person, firm, partnership, corporation, association, or professional organization will provide constructability review, value engineering, master scheduling, cost estimating, budgeting, logistics planning, site investigations and construction services for the development and construction for the following Measure T Projects ("Projects"), in accordance with the lease-leaseback structure set forth in Education Code section 17406 et seq. South San Francisco Unified School District is seeking proposals from pre-qualified entities to provide preliminary construction services including constructability review, value engineering, master scheduling, cost estimating, budgeting, logistics planning, site investigations, and construction services for the development and construction for the Sunshine Gardens Elementary School Modernization under the District's Measure T Bond Program, in accordance with the lease-leaseback structure set forth in Education Code section 17406, et seq. Only those pre-qualified and approved as part of the lease-leaseback contractor pool associated with RFQ #25-001 may submit proposals. Proposals from unapproved entities will not be opened. All RFP submittals are due by 4:00 p.m. Friday, January 30, 2026. Respondents must be prequalified through PQ Bids prior to submitting. This project is subject to labor compliance monitoring, prevailing wage requirements, and skilled and trained workforce requirements. Contractors and subcontractors must be registered and qualified to perform public work and prequalified prior to bid submission.
