The project involves the installation of a new box culvert on Spring Street and other associated work. The work will occur within the City of West Haven, Connecticut. Bids must be submitted in a sealed opaque envelope clearly marked with the project title, contract number, and the bidder's name and address. Each bid must be accompanied by a Bid Surety in the amount of five percent (5%) of the total bid. The successful bidder will be required to furnish a 100% Performance Bond and a 100% Payment Bond with a surety company acceptable to the Owner. Wage rates for this project are subject to the Connecticut Department of Labor Prevailing Wage Rates. The contract is subject to State of Connecticut contract compliance requirements, including set-aside goals of 25% Small Business Enterprises (SBE) and 6.25% Minority/Women/Disadvantaged Business Enterprises (M/W/DisBE), and non-discrimination requirements enforced by the Connecticut Commission on Human Rights and Opportunities (CHRO). Bidders are also required to comply with the President's Executive Order No. 11246 and all applicable amendments concerning equal employment opportunity. No bidder may withdraw their bid for a period of 120 days after the bid opening date.
