Ottawa Elementary School District 141 is accepting sealed bids for the 2026/27 Roofing Retrofit and Mechanical Upgrades at Shepherd Middle School utilizing asphalt fully adhered EPDM single-ply roofing. The project encompasses approximately 96,900 square feet. All prospective Bidders shall attend a mandatory Pre-Bid Conference at Shepherd Middle School in order to familiarize themselves with the project, attended by both the Owner and Consultant. It is the responsibility of the Bidder/Contractor to attend and sign in; failure to do so will result in the rejection of any bids submitted by those non-attending Contractors. The company name registered at sign-in must match the company submitting the bid. This will be the only time Contractors are escorted with full access to the project site(s). Stipulated Lump Sum Bids will be publicly opened at the business office of the School District. Bids received after the designated time and date shall not be considered. Bid security in the form of a bid bond, certified check, or cashier's check in an amount equal to ten percent (10%) of the base bid shall be submitted with the bid. Performance, Labor and Material Payment Bonds, and Certificate of Insurance will be required from the successful Bidder. The Board reserves the right to reject any and all bids or parts thereof, to waive any irregularities or informalities in bidding procedures, and to award the contract in the manner best serving the interest of the School District. All Bidders must comply with Illinois Revised Statutes regarding the payment of prevailing wage rates to all laborers, workmen, and mechanics working on publicly funded projects. If these rates change during the period of work, the contractor shall be responsible for the additional costs without a change to the contract amount. After a specified date, copies of the Bidding Documents may be obtained electronically from the BHFX Planroom for a non-refundable download fee; no sets will be available at the pre-bid meeting.
