Last Day for Questions: Saturday, December 13, 2025 (11 days before due date). All questions must be submitted in writing through email. The project consists of certain Landfill Operations at the Cherry Island Landfill at 1706 E. 12th Street, Wilmington, Delaware, and certain maintenance at the Pigeon Point Landfill located at 1101 Lambson Lane, New Castle, Delaware. The project shall include, but not be limited to, furnishing all labor, supervision, materials, equipment, and transportation incidentals for the operation of the Cherry Island Landfill and maintenance at the Pigeon Point Landfill. All services and materials shall be supplied in strict accordance with the project manual and any conditions of the DNREC Operations Permit, modifications to the Permit, the Solid Waste Disposal Regulations of the State of Delaware, and any other applicable regulations and DSWA policies regarding solid waste, tires, scrap metal, yard waste, special wastes, etc. Bidders must be licensed to conduct business in the State of Delaware, comply with all state, local, and federal regulations, and meet all licensing requirements. All subcontractors must also be licensed prior to any on-site work. Each bid in excess of $200,000 shall be accompanied by a certified check or surety bond in an amount not less than ten percent of the total bid amount. The successful bidder will be required to provide performance and payment bonds in the amount of 100% of the total bid price if the bid is over $200,000, execute a Hold Harmless Agreement, and furnish evidence of insurance coverage as required. Five copies of sealed bids must be submitted. No bidder may withdraw their bid within 120 days after opening. Further details are included in the project manual, and bidders are encouraged to attend a pre-bid meeting and visit the site before preparing a bid. DSWA reserves the right to accept or reject any or all bids in its best interest, waive irregularities, and is not responsible for any preparation costs of the bidders.
