Demolition, site work and new construction of a power facility in Oroville, California. Completed plans call for the demolition of a one-story above grade power facility.
The work involves traffic control and flagging for public safety during construction, mobilization and demobilization, demolition and removal of existing equipment, identification and abatement of hazardous material, construction of new reinforced concrete and masonry Stationary Engine Generator (SEG) Enclosure equipment pads, furnishing and installing a 150kW SEG into the new enclosure, and site acceptance and operation testing. Earthwork includes excavation and compacted backfill for the SEG Enclosure and electrical duct banks, placing aggregate base, controlled low strength material, and hot mix asphalt. Electrical work includes removing existing 13.8 kV to 480-volt Unit Substation, removing the existing Motor Control Center, furnishing and installing new equipment, Manual Transfer Switch, cables, replacing power and control cables, furnishing and testing a Temporary Mobile Generator Controller, lighting control panel, panel boards, a dry type transformer, field wiring, installing communication equipment, fiber distribution unit, CAT 6 cables and patch panels, terminating all fiber optic and CAT 6 cables, installing fixed cameras, relocating and installing network cabinets, and furnishing and installing Power Distribution Unit, Uninterruptible Power Supply, and testing as required for integration with existing infrastructure. Equipment and quantities are specified in the bid schedule. Instructions to bidders include submitting requests for drawings and specifications by email, submitting questions or requests for clarification by email at least 5 days before bid opening, and referring to instructions for details regarding Disabled Veteran Business Enterprise and Small Business participation. Prebid brand and trade name requests and substitution of securities for withheld funds are permitted under set conditions. Department of Industrial Relations registration and prevailing wage requirements apply. Bids will be considered only from those submitting for all required work for the project and who comply with the stated bid forms and procedures. Participation in a site inspection trip is available. Department encourages exploration and use of certified Small Business and Disabled Veteran Business Enterprises during the contract term. Responses to brand equivalency and substitution requests are governed by specific guidelines, and burden of proof lies with the bidder. Pre-qualification requirements: Bidders must be licensed for the work as required by the Business and Professions Code with contractor's license classification(s): A and C10, or A with C10 subcontractors. All bidders shall be prequalified by the Department. Bid forms will be furnished only to prequalified bidders who meet the requirements of the State Contract Act and prequalification documents. Participation by Disabled Veteran Business Enterprises (DVBE) and qualification for Small Business Preference are required as provided in the relevant instructions. Department of Industrial Relations registration is required and prevailing wage monitoring and enforcement will be in effect. A Small Business Enterprise participation goal of 25 percent is set by the Department, with tracking of Small Business participation in contracts. Bidders are encouraged to be or utilize certified Small Business and Disabled Veteran Business Enterprises during the contract term.
