The Johnstown Housing Authority is requesting bids for incidental junk removal services in connection with the public housing program, including all units and non-dwelling spaces under the jurisdiction of the Authority. The contract term is from January 1, 2026, through December 31, 2026. Prospective bidders may obtain detailed submission requirements at no cost from the Administrative Office. Prospective bidders may also contact the JHA Maintenance Department for examples of work and to arrange a walk-through inspection of the Authority's facilities. All applicable Equal Employment Opportunity requirements for federally-assisted contracts must be complied with, including strict compliance with Executive Order 11246, Nondiscrimination, Executive Order 11625 (Minority Business Enterprise), Executive Order 12138, Section 3 of the Housing and Urban Development Act of 1968, Affirmative Action Plan, payment of all prevailing minimum wages, and Minority Business Participation. This is a Section 3 covered project, and the Authority promotes the use of businesses located in, or substantially owned by, residents of the Section 3 area, as well as job training and employment for qualified, lower income Section 3 residents. Bids should be submitted in two sealed envelopes, with the outer envelope clearly indicating it contains bid documents for Incidental Junk Removal and the place, date, and time of the bid opening. The Johnstown Housing Authority reserves the right to accept or reject any or all proposals or waive any informalities in the bidding, and to withhold contract award for up to ninety days.
