Description of the Work: In General, the Work is Comprised of Renovation of an Existing Public Building and Parking Lot. Weingart Senior Center, 5220 Oliva Ave, Lakewood, Ca 90712, is to Be Renovated to Enhance Both Its Exterior and Interior. Exterior Renovations Include, but Are Not Limited to, the Replacement of Hvac Rooftop Units, Roof Refinishing, Skylight Infill, Parking Lot Accessibility Upgrades, and Updated Exterior Building Signage. Interior Renovations Include, but Are Not Limited to, Improving Accessibility Across All Spaces, Reconfiguring Interior Layouts to Better Support Senior Programs, and Modernizing With Refreshed Finishes, Fixtures, Equipment, and Furniture Throughout. A Standout Feature is the Removal of Indoor Planter and Existing Decorative Wood Trusses to Open the Interior, With the Reclaimed Wood Being Repurposed Into Planter Boxes for the Facility's Community Garden, and Other Miscellaneous Improvements as Shown on the Plans, Described in the Specifications, and as Required to Complete the Work. The Bid Proposal Consists of a Base Bid and Two Alternate Bids. The Pre-qualified Bidder/proposer is Required to Complete and Submit the Declaration of Intent to Comply With Section 3 Requirements - Required Contract Forms and Certifications, Certifying That They Intend to Comply With the Section 3 Provisions as Defined in Section 3 of the Housing and Urban Development Act of 1968, as Amended. Bid Proposal and Bond: No Bid Will Be Considered Unless It is Made on a Proposal Form Furnished by the City. No Bidder May Withdraw Its Proposal for a Period of Ninety (90) Days After the Time Set for Opening Thereof. Each Bid Must Be Accompanied by Cash, a Certified Cashier's Check, or a Bidder's Bond Made Payable to the City of Lakewood for an Amount Equal to at Least Ten Percent (10%) of the Amount Bid, Such Guarantee to Be Forfeited Should the Bidder to Whom the Contract is Awarded Fail to Furnish the Required Bonds and Insurance and Enter Into a Contract With the City Within the Period of Time Provided by the Proposal Requirements. In the Event That a Surety Bond is Submitted in Lieu of the Foregoing, It Shall Be Subject to the Condition That the Surety Thereon and the Form of the Bond Be Approved by the City Attorney. Award of Contract: The City Reserves the Right After Opening Bids to Reject Any or All Bids, to Waive Any Informality in a Bid, or to Make Award to the Lowest Responsive, Responsible Pre-qualified Bidder as Determined by the Proposal , and Reject All Other Bids, as It May Best Serve the Interest of the City. Within Three (3) Days of Bid Opening, the Apparent Low Bidder Must Submit a Revised Bid Bond With Numerical Dollar Values, Both in Words and With Digits of the Bid Bond Amount. Within Ten (10) Working Days After the Date of the Formal Notice of Apparent Low Bidder, the Successful Bidder Will Be Required to Submit the Fully Executed Contract Agreement, Bonds (Faithful Performance and Payment (Material and Labor)) and Insurance, All Meeting the Standards of the City. Contractor's License Classification: The Contractor Shall Possess a Valid Class B Contractor's License , as Necessary to Perform the Work, at the Time of Contract Award, in Accordance With Provisions of Chapter 9, Division Iii of the California Business and Professions Code. The Contractor Must Be Properly Licensed as a Contractor From Contract Award Through Contract Acceptance (23cfr 635.110).
