The City of Youngstown, Mahoning County, Ohio is requesting Letters of Interest (LOI) for professional engineering services for Project Management (Consultant) for its Wastewater Treatment Plant Wet Weather Facility Improvement Projects (Projects). The Consultant shall provide services to support the City with design management and plan review of the detailed designs performed by Detailed Design Professionals (DPs). This shall include schedule sequencing and development, support services for assisting the City with securing and facilitating funding from funding agencies and to develop bidding phase schedules. The Consultant shall assist the City with the bidding of construction services and construction contractor (Contractor) selection of all improvements. During the construction phase, the Consultant shall perform construction administration and construction inspection of Contractor work on all improvements, coordinate startup of all improvements with the Contractors, commission and perform post construction services, including preparation of record drawings and other related services necessary to support and manage construction. The Consultant shall be able to provide professional project management, planning, design, construction management services, and coordinate a multi-disciplined engineering team relating to planning, design, construction management, and commissioning of facilities maintained by the City at the WWTP. The Projects shall include; new Influent Pumping Station and Influent Flow Tunnel, new Screening Facility, new Grit Removal Facility, Flow Splitting Chamber, High-Rate Treatment Facility with UV Disinfection and Solids Handling Systems, In-Plant Conveyance; Site Improvements and Electrical and SCADA Improvements.
