The Western Reserve Port Authority (WRPA) is seeking qualified contractors to complete the McGuffey Garland Phase 2 Remediation Project, which involves restoring a former commercial property (22 acres) that has previously undergone demolition. The purpose ofthis project is to bring the property to a clean and uniform condition suitable for future redevelopment. The project includes vegetation removal, demolition debris removal, removal ofshallow foundations, milling ofthe site surface, grading with additional embankment, and the development of a final landscaping concept that results in a stable, low-growing, lowmaintenance finished site. To assist WRPA in evaluating approaches to site restoration, each proposing contractor must submit a rendering illustrating their proposed final condition ofthe site. Renderings must clearly communicate the contractor's vision for the completed site. 1.) Vegetation and Surface Preparation Remove all existing vegetation and weeds across the full project area. Dispose of all organic and vegetative materials off-site facility. Maintain dust control during all removal operations. 2.) Demolition Debris Removal Approx: 3,000 cubic yards Identify, remove, and properly dispose ofremaining demolition debris, including but not limited to concrete block, rubble, rebar, asphalt fragments, unsuitable material, electrical conduit, lighting, and miscellaneous construction waste located throughout the property. All suitable embankments onsite can be utilized for the project. Removal offive concrete drive approaches (approximately 180 If) replacing with type 6 curb and embankment. 3.) Milling and Surface Reuse Mill the entire site to a uniform depth oftwo inches (2") using a standard asphalt milling machine. Spread millings on-site for reuse as surface stabilization material unless otherwise directed by WRPA. Spread and compact millings uniformly after grading is complete. Stack all (approximately 125) concrete block and barriers uniformly in the southeast comer ofthe site. General Requirements Time for Completion - All work must be completed by April 30, 2026. WRPA intends to enter into a contract by January 30, 2026. 4.) Foundation and Subsurface Removals Excavate and remove any remaining foundation slabs, or footings encountered within a maximum depth oftwelve inches (12") below finished grade. Backfill with approved compacted material per ODOT Item 203 specifications. Grading and Fill Placement Place and grade additional embankment backfill throughout the site to achieve consistent and uniform surface elevations. All fill material shall be free of deleterious matter, compacted in accordance with ODOT 203 standards, and proof-rolled for uniformity. Final grading shall ensure positive drainage away from adjacent parcels, roadways, and utilities. Existing storm sewers and structures onsite may be utilized to achieve positive drainage. 6.) Landscaping The contractor shall develop and provide a low - growing, low maintenance landscaping plan for the restored site. WRPA seeks a stabilization approach that ensures a clean, uniform, and maintainable appearance without the need for intensive upkeep. 7.) Other (optional) The goal ofthis project is to produce an attractive shovel ready side to market for business development. Ifthere are any additional items that are not identifiable and quantified in 1 - 6 above, please use Item 7 to list these additional amenities. Proposals of Corporations not chartered in Ohio must be accompanied by proper certifications that such Corporation is licensed to do business in Ohio. The Western Reserve Port Authority shall reserve the right to reject any or all proposals and to waive informalities.
