Preliminary Engineering Services: Field Surveys, Hydrologic and Hydraulic Study, Waterway Permits, Erosion and Sedimentation Control Plan, Type, Size, and Location Study; Preliminary Geotechnical Engineering Report; Preliminary Right of Way Activities, Utility Investigation, Preliminary Drainage Design, Safety Review/ Audit; Preliminary Traffic Control Plan, Preliminary Pavement Design/Cores, Typical Sections; Cross Sections, Design Field View, Railroad Coordination, Project Scheduling and Project Management and Coordination. Anticipated NTP: July 2026 Project Time: Day Time Blair County 0164/15B Part Name: SR 164-15B South Dry Run Bridge - FD Project Description: Final Design for the bridge replacement of SR 164-15B (Dunnings Highway) over South Dry Run in Freedom Township, Blair County (BMS 07 0164 0222 0374) Services for this part will include, but are not limited to the following: Supplemental Field Surveys, Utility Coordination, Right-of-Way Activities, Final Roadway Design Plans, Cross Sections, Specifications, Cost Estimate, Final Foundation Design, Final Structure Design, Railroad Coordination, Project Scheduling, Final Constructability Meeting, Project Management and Coordination, Final Traffic Control Plans, Final Plan Checks, and assembly of the project documents. Anticipated NTP: July 2029 Project Time: Day Time Location Description State Route/Section Blair County 0164/15B Part Name: SR 164-15B South Dry Run Bridge - OAA Project Description: The effort under this task is for additional meetings, analysis and design activities as directed. Anticipated NTP: 10/1/27 Project Time: Day Time The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating agreements based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking. The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below. Special Comments The District will establish an order of ranking of five (5) firms from one (1) State of Interest discussing only the PA 164 over South Dry Run of agreement E06522. The top five (3) firms will each be ranked 1st per Bridge Agreement. The 4th and 5h ranked firms will become #2 and #3 under each agreement. The Department will assume a firm is interested in each agreement. If a firm is not interested in one of the agreements, then this should be clearly stated. The anticipated date of selection for this agreement is 1/14/2026, with a NTP for Preliminary Engineering phases anticipated 4/1/2026.
