Check with the GC bidders to confirm which packages of the treatment plant that they are bidding. The project is broken into several packages. The Work is comprised of three contracts: Pipeline Construction, Well Drilling Construction, and Electrical Construction. Pipeline Construction includes constructing rural water pipelines (HDPE or alternate PVC) for multiple base and alternate bids, with lengths up to about 92,000 feet, tie-ins, gate valves, air release manholes, pigging stations, blowoffs, associated fittings, restoration, flushing, testing, signage, seeding, and gravel. There is also fiber optic cable installation as an alternate. Well Drilling Construction includes drilling, furnishing, and installing three new wells, each capable of producing 800 gallons per minute of raw water. Electrical Construction includes coordination and installation of new 480V, three-phase electrical service, setting a prefabricated electrical building with transfer switch, generator installation, power and fiber optic cable runs to each well, VFD control panels, wellhead connections, terminations, site cleanup, testing, and startup. All bids must be submitted in accordance with the Instructions to Bidders, and must include a Bidder's Bond executed by a surety company authorized in North Dakota, in a sum equal to 5% of the full amount of the bid. The Acknowledgement of Construction Requirements document must be included for Contract No. 1. Bidders must be licensed for the full amount of the bid, and bids must include a copy of the contractor's license or renewal from the North Dakota Secretary of State, valid at least 10 days prior to bid opening. All bid documents must be submitted in a sealed envelope plainly marked with the project name and work covered, the name of the bidder, and include a separate envelope for the bid bond, non-collusion affidavit, and contractor's license or renewal. Bids not complying with these requirements will be returned unopened. Contracts will be awarded to the low bid from a responsible and responsive bidder, as deemed most favorable to the Owner's interest. The Owner reserves the right to reject any or all bids and to hold the three low bids for up to seventy-five days after bid opening to complete financial arrangements.
