Site work and addition to a water / sewer project in Hillsboro, North Dakota. Completed plans call for the addition of a one-story above grade water / sewer project.
The Work includes four Contracts: Contract No.1 – General Construction; Contract No.2 - Mechanical Construction; Contract No.3 - Electrical Construction; and Contract No.4 - Combined General, Mechanical, and Electrical Construction. Individual Bids will be received for each Contract and for Contract No.4, which is a combined Bid for Contracts No.1, No.2, and No.3. The Owner will not accept a Contract No.4 Bid unless it is lower than the combined total of the lowest best Bids for Contracts No.1, No.2, and No.3. Contract No.1 generally includes construction of an addition to the existing Hillsboro WTP with a poured-in-place concrete substructure, precast concrete superstructure, and metal truss beam-supported roof system, fully adhered membrane roofing system, procurement and installation of two 4-cell horizontal pressure filters, four pre-membrane cartridge pressure filter vessels, two RO feedwater pumps, two RO membrane skids and membranes, RO clean-in-place and flush systems, procurement, delivery, and installation of two pre-negotiated degasifiers with blowers, chemical storage and feed systems, six vertical turbine pumps, a filter backwash blower system, interior process piping, valves, flow meters, site piping, residuals infiltration pond, pond outfall structure, concrete site paving, asphalt and gravel site access roadways, and site landscape grading and seeding. Contract No.2 generally consists of mechanical construction related to HVAC, domestic water piping and sanitary drainage, portable dehumidification, fire sprinkler system, air compressor, air dryer, and compressed air piping and regulation, and other mechanical equipment for building mechanical and support systems. Contract No.3 generally includes electrical construction related to WTP expansion, electrical devices, lighting, instrumentation, controls and network requirements, control panels, motor control centers with starters and variable frequency drives, electrical service entrance equipment, and procurement and installation of an exterior standby diesel generator with enclosure, fuel tank base, and associated transfer switch. Contract No.4 consists of all construction required to fully complete the Project as described for Contracts No.1, No.2, and No.3. All Bids must be prepared according to Section 00 21 13 Instructions to Bidders. Each Bid must be accompanied by a separate envelope containing a Bid Security in the form of a Bidder’s Bond executed by the Bidder and a surety company authorized in North Dakota, payable to the East Central Regional Water District, in an amount equal to five percent (5%) of the full amount of the Bid. A certified check will not be accepted. Bids must also include a valid North Dakota contractor’s license or certificate of renewal issued by the North Dakota Secretary of State, valid and dated at least 10 days prior to the date set for bid opening. All Bids must be submitted on the Bid Form furnished by the Engineer. Bids without a proper Bidder’s bond and contractor’s license or certificate of renewal will not be read or considered. Contracts will be awarded on the basis of the low Combined Bid or combination of low individual contract Bids if lower than the lowest Combined Bid by a responsible and responsive Bidder deemed most favorable to the Owner’s interest. Bidders must comply with Build America, Buy America Act requirements, American Iron and Steel requirements, Davis-Bacon prevailing wage requirements, and Title 40 CFR Part 33 regarding Disadvantaged Business Enterprises. MBE and WBE goals are 2% and 3% of the total project value, respectively, and solicitation information must be enclosed in the required Bid Bond envelope. Compliance is required with Presidential Executive Order No. 11246 and Bipartisan Infrastructure Law requirements. Only Bids that are accompanied by all specified documentation and comply fully with requirements will be considered. The Owner reserves the right to reject any or all Bids and to waive irregularities and informalities.
