Sealed Bids for the construction of Public Works & Municipal Park Stormwater Mitigation will be received by the Town of West Jefferson. The name, address, and license number of the bidder must be plainly marked on the outside of the envelope. All project-related questions must be submitted to the Engineer in writing. Bidders must follow the Guidelines for Recruitment and Selection of Minority Business for Participation in Construction Contracts as revised. Bidders must include with their bids an affidavit attesting to compliance with E-Verify and, if applicable, their subcontractors' compliance. Bid security is required in accordance with the Instructions to Bidders. The Owner reserves the right to reject any bid for failure to comply with all requirements or to waive minor defects at their discretion, and further reserves the right to reject any and all bids or to award the contract in their best interest. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Contractor to place chamber so that there is a minimum of 24" between the top of chamber and top of asphalt. See Exhibit A1.0 2. Contractor to shape existing ditch and rip-rap from discharge point of detention system to West Ashe Street. See Exhibits A2.0 & A2.1. 3. Exclude rock removal from bid. B. Municipal Park 1. Cut material can be wasted at Town of West Jefferson Public Works Stockyard. Contractor should use Church Avenue and Long Street to access the Stockyard. 2. Coordinate power and guy wire relocation with Blue Ridge Energy.
