The project generally consists of the milling and overlay of 7 roadways within the City of Camden. Approximate construction quantities for significant bid items include 9,000 SY of HMA milling and 1,500 TN of HMA surface course and other associated and restorative work. Bidders must submit complete and detailed specifications of the product or service proposed to be supplied. The City reserves the right to reject all bids in accordance with N.J.S.A. 40A:11-13.2 and to award the contract to the lowest responsive, responsible bidder in accordance with applicable law. The successful bidder and subcontractors must hold or obtain the necessary licenses as required by State, federal, and local laws and regulations prior to contract award. Bidders must produce current Certificates of Registration from the New Jersey Department of Labor and Workforce Development for themselves and their subcontractors. Bidders must comply with employment conditions, minimum wage rates as specified by the New Jersey Department of Labor and Workforce Development, and relevant federal labor regulations. Bidders are also required to comply with Affirmative Action Regulation N.J.S.A. 10:5-31 et seq. and Affirmative Action Compliance NJAC 17:27-1 et seq. Each bid must be accompanied by a certified check, cashier's check, or bid bond in the amount of ten percent of the bid (not to exceed $20,000), along with a non-collusion affidavit. Bid bonds may be submitted electronically or as paper documents, but must be received prior to bid opening. The successful bidder will be required to furnish performance, maintenance, and payment bonds, as well as insurance certificates upon contract execution. No bidder may submit more than one bid.
