The City of Pasadena Water and Power Department is seeking professional services from one or more qualified firms to provide on as of need basis engineering services, including civil, structural, mechanical, electrical, instrumentation, and chemical services to support the plant engineering section to ensure reliable operation of power generating units located at the City's Power Plant located in Pasadena and Azusa, California, as outlined in this Request For Proposal ("RFP") Question Deadline 12/01/2025 at 3:00 PM PT Questions regarding this solicitation should be submitted directly through the City's eProcurement Portal The Consultant shall provide on as-needed basis professional support, and expertise in all areas of engineering to various aspects of the City's projects. The Consultant shall have Professional Engineering Licenses for each engineering discipline necessary to complete services. The actual services to be provided by the Consultant will be defined in the General Manager's Task Order Letter based on the need of each task and the type of support required. Refer to Assignment of Task Order in Section 5.0 for procedures to be used in assigning specific work or services to the Consultant. The following functions and services may be required of the Consultant for the duration of the contract: Preparing and reviewing engineering plans, technical specifications, requests for proposals, project schedules, designs, feasibility studies, and cost estimates for power plant projects Performing project management on various power generation projects. Investigating problems and recommending solutions Providing advice and recommendations to the City with regards to compliance with related laws, ordinances, and safety requirements as well as codes and standards Performing calculation, analysis and designs Performing analysis and evaluation of existing conditions of equipment, systems and structures Performing construction observation and reports Assisting the City in overseeing field work Assisting the City in meetings with contractors to facilitate projects and resolve issues Providing technical support and assistance in design review Assisting the City in the evaluation of bids or proposals Preparation of design and as-built drawings Any other engineering expertise and services that may be required to support the upcoming projects related to Broadway, Glenarm and Azusa Plants and Capital Improvement projects. As projects are identified during the term of the contract, the General Manager shall have the sole authority to assign tasks associated with projects at the Broadway, Glenarm Power Plant, as shown in Attachment A - Site Plan, and Azusa Power Plant by way of a Task Order Letter. The services to be provided by the Consultant shall be done under the general supervision of the General Manager. Potential Future City Projects (Including but Not Limited to): Glenarm Battery Energy Storage System (BESS) Broadway Demolition Construction of Broadway BESS Long Duration Energy Storage Technology Projects - Onsite & Offsite Replace Gas Turbine (GT) - 1 Selective Catalytic Reduction System Replace GT-3 & -4 Cooling Towers Replace Remote Intelligent Gateway for Power Plant Stormwater Treatment at Broadway/Glenarm - Onsite & Offsite Pilot Projects of various technology - Onsite & Offsite Renewable project of various technology - Onsite & Offsite
