As of January 2, 2026 this project has not yet been awarded, the timeliine for the award was not yet been establshed. Reeves County is seeking bids for the construction of a pump house using a pre-engineered building. The Purchasing Department must receive all proposals any time before opening date and time. Proposals received after the deadline will not be considered for the contract, and shall be considered void and unacceptable. Award of the proposals is tentatively scheduled for 9:00 a.m. (CST), in Commissioners' Court, Monday, December 22, 2025, Third Floor Courtroom of the Reeves County Courthouse. You are invited to attend, but attendance is not required for award. Successful proposer shall not order items or services until a Purchase Order is received from the County Purchasing Office. Payment will not be made on items delivered without a Purchase Order. Payment shall be made through County funds after completion of goods or services are received. Purchase Orders will be issued as required. Each proposal must be accompanied by a bid bond in an amount of five percent (5%) of Proposer's total amount proposed issued by a surety meeting the requirements of chapter 2253 of the government code. If awarded, contractor shall be required to provide a payment and performance bond in the amount of the agreed upon contract amount to be retained until such proposer has executed the agreement, furnished the required contract security, and met any other conditions of the Notice of Award. If the Successful Proposer fails to execute and deliver the Agreement and furnish the required contract security within ten (10) days after the Notice of Award, Owner may annul the Notice of Award, and the Proposal Security of that Proposer will be forfeited. The Proposal Security of other Proposers whom Owner believes to have a reasonable chance of receiving the award may be retained by Owner until the earlier of the seventh day after the Effective Date of the Agreement or the thirty-sixth day after the Proposal opening, whereupon Proposal Security furnished by such proposers will be returned. Proposal Security with proposals which are not competitive will be returned within fourteen (14) days after the proposal opening. GENERAL INSTALLATION REQUIREMENTS 1. Installation shall be according to Drawings and the manufacturer's instructions, including in the sequence recommended by the manufacturer. 2. Variations from Drawings or manufacturer's instructions must be approved by the County Engineer. 3. Unapproved variations from Drawings or the manufacturer's instructions and all costs associated with correction shall be the responsibility of the Contractor. MEASURMENTS AND FORMULATIONS ALL measurements and formulations are the responsibility of the Contractor. The County will NOT authorize ANY change resulting from inaccurate measurements or formulations. SAFETY Access to the Project Site shall be restricted with, at a minimum, heavy-duty commercial-grade orange barrier fencing during construction and until the Project is complete and the Project Site has been safety inspected and safety-approved by the Contractor. CLEANING The Contractor shall clean the site of excess materials, including post-hole excavations. SELECTION CRITERIA Construction services for this project will be selected through competitive sealed proposals in accordance with Chapter 2269, of the Texas Government Code. Pursuant to Texas Local Government Code Section 262.032(b), any successful bidder who is awarded any contract in excess of $50,000 may be required to execute a performance bond to the County. Said bond shall be in the full amount of the contract and must be furnished within 30 days after the date a purchase order is issued or the contract is signed and prior to commencement of the actual work. A performance bond required pursuant to this section shall be noted in the attached detailed bid specifications or scope of work. This section does not apply to a performance bond required by Chapter 2253, Texas Government Code.
