The Texas State Library and Archives Commission (TSLAC) has been awarded funding through the American Rescue Plan Act - Capital Projects Fund (ARPA-CPF), administered by the U.S. Department of the Treasury. This funding is dedicated to supporting capital infrastructure projects that enable work, education, and health monitoring in communities with critical needs. With these funds, TSLAC has established the Library Infrastructure Facility Improvement (LIFI) Grant Program, which aims to expand broadband access and enhance digital connectivity in rural and underserved communities across Texas. PROJECT SITE: Reeves County Library 315 S. Oak St. Pecos, TX 79772 PROJECT SCOPE: The project consists of providing broadband infrastructure upgrades for the Reeves County Library to support the Texas State Library and Archives Commission (TSLAC) Library Infrastructure Facility Improvement (LIFI) grant program, including installation of new fiber service, internal network cabling, equipment procurement, and required electrical or construction work. The end goal of this broadband infrastructure project is to increase library internet speeds to at least 100/100 Mbps. Components of the project include: Fiber Broadband Installation o Installation of fiber from service handoff point to internal distribution o Labor, trenching, conduit, and materials to support new broadband connection o Internal Network Infrastructure o New network drops and structured cabling o Installation of enterprise-grade switches o Installation of network server for library management systems, content caching, and backup storage o Managed Wi-Fi system with six (6) Wi-Fi 6 access points and controller o Managed router suitable for 1 Gbps service o Backup hard drive (10TB HDD) o Phone system upgrades (if applicable) Construction and Electrical Work o Trenching and conduit installation o Internal wiring and mounting of network equipment o Associated electrical upgrades to support equipment o Compliance with all applicable codes, safety requirements, and permitting Contingency o Approximately 3% for unexpected costs Special Selection Criteria Preferred: Equipment o 1 Gigabit Broadband Service (12 months) o Managed Router o Managed Wi-Fi (6 Wi-Fi 6 access points) o Managed Controller o Backup Storage: 10TB HDD Drive o Structured Cabling Materials (1 box, 1000 ft) o Network Switches (2 enterprise-grade switches) o Network Server (for library management, content caching, backups) o Fiber Cabling Installation (labor + materials for broadband connection) o Construction Work (trenching, internal wiring, installation) o Contingency (unexpected costs @ ~3%) Questions Due Date: Feb 13th 2026, 5:00 PM CST
