Notice of Call for Bids is hereby given by the State of Wyoming, Department of Environmental Quality (DEQ), Abandoned Mine Land Division (AML), for a General Statewide Construction Project throughout Wyoming. This is not a competitive bid; AML is seeking multiple qualified and experienced contractors to perform smaller AML construction jobs at locations throughout the state. Qualifications, experience with mine reclamation, available equipment, and unit costs may be considered in the selection of the pool of contractors. The contractor may request a $300,000.00 contract or a $600,000.00 contract within the framework of the bid. Electronic bids must be submitted via the Wyoming State Construction Public Purchase online bidding system. Contractors are responsible for reviewing their bid response documents for errors before submitting their bid. All documents must be uploaded to the Public Purchase site prior to the deadline or they will be rejected. Only bids submitted electronically through Wyoming State Construction Public Purchase shall be accepted. Incomplete submittals shall be rejected. Pre-qualification requirements for the project: To be qualified to bid for this contract, bidders must attend one of the mandatory bidders' meetings. Each bidder shall submit a list of available equipment, documentation regarding age and condition of the equipment, hourly rates, a list of experience with similar types of work, and a business reference list. Only qualified bidders will be provided with an un-watermarked copy of "Appendix C - Bid Proposal" from the bid package for use in submitting their bids. Unqualified bidders will not receive the official copy of Appendix C and may not bid. Registration at Wyoming State Construction Public Purchase is required to download the bid package and submit bids. Verification of attendance at the bidders' meeting is required, including sign-in and sign-out via online video conference login and email. The state will reject bids submitted from any bidder who fails to attend one of the bidder's meetings or does not sign in by the start time or departs before the meeting is adjourned by the Engineer conducting the meeting. Only qualified bidders will have their bids considered for the project. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Construction activities at the site are outlined in the Scope of Work that is attached to the Task Order. All construction to be performed under the Scope of Work shall be confined to the location(s) within the right-of-ways and limits of operation shown on the Scope of Work drawings or as directed by the Engineer. All construction performed under these specifications shall be subject to inspection and approval by Agency or its representatives. a. The purpose ofthis project is to address various hazards and environmental degradation associated with abandoned surface and underground mines. b. A detailed Scope ofWork will be prepared for each Task Order by the project Engineer providing a location, description of the work, required equipment and materials, proposed measurement and payment, and any special conditions. b. It is the responsibility of the Contractor to examine the site personally, estimate the amount and type of required work, and to conduct such additional investigations as necessary for the planning and execution ofthe work prior to preparing a Cost Quote for the work. c. The Contractor shall prepare a Cost Quote for the work, utilizing the unit costs from the Appendix C, Bid Proposal for the equipment and materials detailed within the Scope of Work. d. The Contractor shall submit a proposed schedule for the work along with the Cost Quote. Ifthe Contractor cannot meet AML's time requirements, a Task Order will not be issued. e. The Contractor shall furnish all labor, tools, supplies, and equipment necessary to perform the work as described in the project specific Scope of Work. f. Work under this contract can be generally divided into 4 major categories: o Earthwork o Revegetation o Drilling and/or Grouting o Site Specific / Specialty Services g. The contractor shall indicate on the Appendix C, Bid Proposal, which category/categories ofwork they propose to perform, and provide unit rates for the work. h. The following sections provide a brief description ofthe work for each category.
