The City of Toronto (Owner) is requesting Bids for the construction of the following Project: Task 4 - North Pump Station The Project includes the following Work: Replacement of the existing sanitary sewer pump station with (2) new grinder pumps, wet and dry wells, concrete pad, full-depth street replacement with curb and gutter, new sanitary and storm sewer lines, new storm and sanitary manholes, and storm sewer inlet replacement. Bids are requested for the following Contract: Task 4 - North Pump Station The Work will be substantially completed within 210 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 240 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,500.00 per day. Prospective Bidders are urged to register with online as a plan holder, even if Bidding Documents are obtained from a plan room or online in either electronic or paper format. The digital portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through online. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from online. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am to 4:00 pm. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to the City of Toronto in an amount equal to five percent (5%) of the base bid. This procurement is subject to the EPA Policy of encouraging the participation of small business in rural areas (SBRAs). Suspension and Debarment - Recipient shall not entertain the use of businesses that are listed on the "System for Award Management" at online in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. DBE Requirements - Each Bidder must fully Comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents. American Iron and Steel Requirements - American Iron and Steel (AIS) is required, as identified in the contract documents. Contractor is required to comply with Ohio Prevailing Wage laws in the State of Ohio. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. Bids received by Contractors that did not attend the Mandatory Pre-Bid Conference will be returned unopened to the Bidders. The City of Toronto reserves the right to reject any and all bids.
