Anderson Water Utility is one of the larger municipal water utilities in the State of Indiana that procures from groundwater sources, processes, and distributes to all classes of customers through 21,500 individual customer service connections. We are looking to establish fixed price term contracts for Water Treatment Chemicals. Qualified Vendors are invited to submit unpriced technical proposals for Evaluation, as per specifications and requirements given in this RFQ. This RFQ will be conducted as a multistep competitive sealed bid consisting of Phase 1 - Technical Proposals and Phase 2 - Price Proposal/Reverse Auction. The Buyer has partnered with online to host this bidding event on its web-based bidding platform. Vendors must also review the attached online Information and return the Electronic Bid Event Form as instructed. By responding to this bid, you are accepting that if awarded a contract, you will be obligated to pay a three percent (3.0%) transaction fee to online pursuant to the Electronic Bid Event Form and Terms and Conditions found in the online Information. All documents shall be signed by an authorized representative of the responding firm. If Vendor does not include all of these requirements, your response may be considered non-responsive. All costs incurred by the Vendor to respond to this RFQ shall be wholly the responsibility of the Vendor. All copies and contents of the proposal, attachments, and explanations thereto submitted in response to this RFQ, except copyrighted material, shall become the property of the Buyer. PRICE PROPOSAL/REVERSE AUCTION INSTRUCTIONS Pricing will ONLY be submitted through online online bid system during the live online reverse auction at the scheduled date and time listed under the Bid Timeline. Pricing will only be submitted by Vendors with unpriced technical proposals meeting all requirements. These Vendors will receive a Formal Invitation email with instructions for scheduling the required interactive bid system training and participating in the reverse auction. All pricing submitted during the online reverse auction shall be all-inclusive FOB to delivery location. Pricing shall include all charges to be incurred in fulfilling the terms of the contract (including but not limited to delivery, fuel surcharges, handling charges, etc.). No additional charges will be accepted. All technical proposals and final prices submitted during the reverse auction bidding event must be valid for a period of sixty (60) days from the date of the reverse auction. Initial contract term will be one (1) year with four (4) optional one (1) year renewals. Contract(s) will automatically renew each year at the current terms and price unless the Buyer and/or awarded Vendor provide the other with a written termination notice sixty (60) days prior to the current terms expiration. The all-inclusive delivered FOB delivery location price, which shall be the awarded Vendor's final bid submitted during the online reverse auction, will be fixed for the initial 12-month contract term. The Buyer reserves the right to reject any or all proposals, accept other than the lowest priced offer, and may award more than one contract if it is in the best interest of the Buyer.
