The work includes lead and galvanized water service line replacements throughout the Borough of Hawthorne. The principal items of work in the project include the installation of 444 new water service lines throughout the Borough of Hawthorne. The work must be completed within 200 calendar days. Bids will be solicited on an unrestricted basis, and the successful bidder must fulfill a 10 percent Socially and Economically Disadvantaged (SED) utilization requirement, either by subcontracting portions of the work to SEDs or establishing unrestricted bidding procedures to meet the requirement. Awards will be made only to certified SED business concerns. Each bid must be made on the prescribed forms and accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten percent of the amount bid, not to exceed $20,000.00. The successful bidder must furnish a performance and payment bond for 100 percent of the accepted bid amount, along with required insurance certificates. Bidders must comply with equal employment opportunity requirements and disclosure of ownership as required by law. All bids must be enclosed in a sealed envelope bearing the bidder's name and address and labeled for the project. The successful bidder must comply with prevailing wage rate provisions and all requirements for state and federally funded projects. The owner reserves the right to reject any or all bids, waive minor informalities or non-material exceptions, and accept the lowest responsible bid.
