Renovation of a detention facility in Lino Lakes, Minnesota. Completed plans call for the renovation of a 8,192-square-foot, one-story above grade detention facility.
As of February 17, 2026, this project has not yet been awarded. A timeline for award has not yet been established. Question Deadline 12/19/2025 All questions should be submitted. The State is not obligated to answer questions submitted after the question due date and time. Project General Description: The Project is for the renovation of approximately 9,000 square feet, 1- story building, with full replacement of interior finishes, mechanical, electrical, and plumbing. The Project includes providing a new fire suppression system. The Project includes exterior work related to site improvements and exterior envelope improvement including roofing, openings and cladding. 1. Project involves work at a correctional facility with restricted access and all on-site contractors must be approved through the DOC background check process. A. The work will be done under one prime contract that includes: General, Mechanical, Demolitions, Excavation, Civil, and Electrical. B. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. Site Improvements. 2. Full interior renovation and replacement of interior finishes. 3. Mechanical, Plumbing, Fire Protection, and Electrical systems upgrades / replacement. 4. Exterior envelope improvements, window replacement, cladding, and re-roofing. 5. Security and access control This solicitation includes required insurance as recommended for the project's specifications and scope of work. It is highly encouraged potential responders review Section 00 73 16 Insurance Requirements as well as AIA A201, Article 11 of the solicitation before submitting a response. This solicitation includes qualification requirements. Attachment C of the Response Form contains the qualification requirements for the solicitation. Qualification requirements include, but are not limited to: Responding company has completed as a Prime Contractor, not as a subcontractor the work for at least (3) three contracts which have achieved Substantial Completion since September 1, 2020 for construction of a project with a similar renovation scope completed within a secure facility. Each of these contracts MUST have had a construction value of $4,000,000. In lieu of Responding company's projects, Responder may provide on the form below up to (3) three qualifying projects completed by the Project Manager while employed by others which have achieved Substantial Completion since September 1, 2020 for a similar project scope, and $4,000,000 or greater. This Project has a 5% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG/ED/VO) subcontracting goal. The TG/ED/VO subcontracting goal will not be a consideration in determining the lowest responsible Prime Contractor. Addendum #1-#4 have been issued as of 1-7-2026.
