Proposers may submit a proposal for the operations of the Pine Tree Corners Transfer Station, the Milford Transfer Station, and/or the Route 5 Transfer Station. Proposals may be for one or more of these transfer stations. The contract will be for a period of three years, beginning September 1, 2026, and ending August 31, 2029, with the possibility for DSWA to extend the contract for a fourth and fifth year under the same terms and conditions. The operation shall include, but is not limited to, daily operation, loading of waste, general maintenance, cleaning, and all repairs necessary for the continued operation of the transfer stations. Additional requirements and description of work are provided in the Project Manual. Proposers must submit documentation indicating they are licensed to conduct business in the State of Delaware and must comply with all state, local, and federal laws, regulations, ordinances, codes, and requirements in the scope of their work, including any licensing and permitting requirements. The successful proposer will be required to execute the Agreement, furnish a performance bond and a payment bond as security if the total proposal amount exceeds $200,000, and execute a Hold Harmless Agreement and provide evidence of insurance coverage as specified. Five copies of the proposal must be submitted, sealed and marked as specified. Proposals must remain valid for 120 days after opening. DSWA reserves the right to accept or reject any or all proposals in its best interest and to waive informalities or irregularities without liability. Proposers are notified that all costs for proposal preparation are waived for reimbursement. Further details, criteria for selection, and instructions are set forth in the RFP and Project Manual.
