The CTUIR is requesting bids from qualified contractors for the delivery of large wood and boulder material. All materials must be sorted and stockpiled by June 30th, 2026. The bid must be independently arrived at and be prepared in accordance with the enclosed instructions. Unless otherwise specified in the IFB, the contract will be awarded to the lowest aggregate responsive, responsible bidder with fair consideration given to Indian-owned, other minority, woman or disabled-based enterprises. Contractors should be advised that, prior to award of any contract, the CTUIR Department of Natural Resources - Wildlife Program reserves the right to conduct a pre-award survey for the purpose of determining the contractor's responsibility and capacity to perform the contract. This survey may include review of prior subcontracting agreements, financial capacity, and quality of work performed on other contracts. The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) are accepting bids for supplying Douglas fir, grand fir, and/or ponderosa pine logs with and without root wads to be used in a stream restoration project on the South Touchet River within the Tatwin Wildlife Area, south of Dayton Washington in Columbia County. Directions to the project site from Dayton are, heading north in Dayton, turn right onto S 4th Street, then turn right onto South Touchet Road. Veer right to continue onto Harting Grade Road. Turn left onto Jasper Mountain Road. The staging area will be on your left after 11 miles, identifiable by a Tatwin Wildlife Area parking lot and access gate. Staging area coordinates are 46.1308369N 117.9800656W. The staging area occurs at an abandoned road informally known "Thayer's Grade". Work Item 1 - Acquire Construction Materials The bidder will be responsible for providing materials, labor, transportation, fuel, equipment, and tools for the delivery of the following materials to the work staging area on Jasper Mountain Road. Materials to be acquired by the Contractor are included in Table 1. Careful attention should be paid to the diameters and quality of the logs and rootwads. The correct dimension and quality is paramount. CTUIR will only accept materials that meet the specifications in Attachment C. Work Item 2 - Sort Material at Staging Area Group logs with and without root wads according to the first column in the table above. When unloading delivery, the logs shall be separated for further project staging. The bid should include construction cost estimate for all planned activities including: material acquisition, hauling, and sorting with a thorough description of supportive documentation justifying costs associated with implementation items, equipment and labor, materials and staging, and phases of work. The Contractor is responsible for providing bids that are based on the design plans completed by CTUIR staff. Question Deadline 12/05/2025 at 4:00 PM PT In order to ensure maximum fairness to all bidders, any and all pertinent questions regarding the attached IFB must be submitted in writing and directed to: RaeAnn Oatman at the contact information noted above. Bidders shall post Performance and Payment Bonds equal to 100 percent of the contract price before work commences. A bid deposit of 5% of the total bid must accompany the bid. This must be in the form of a bid bond, certified check, or cashier's check issued to "CTUIR DNR Wildlife". The bid deposit will be returned as per final contract acceptance.
