The work includes the installation of an 8-inch water line, gate valves, fire hydrants, reconnecting existing customer service laterals, and all other necessary appurtenances for a fully functioning, complete water distribution system. A two-envelope system must be used when submitting bids. Envelope No. 1 must include the name and address of the bidder and be labeled as a bid on the James River Turnpike Water Line Upgrade, and received by the Milton Municipal Utilities Commission. Envelope No. 2, labeled "Bid Proposal," must be placed inside Envelope No. 1. Envelope No. 1 will be opened first to check for compliance with bid opening requirements. If compliant, Envelope No. 2 will be opened and read aloud. Non-compliant bids will be returned unopened. Bids must be accompanied by a certified check or bid bond equal to 5% of the base bid. A Drug Free Workplace Certification is required. All bidders must have a West Virginia Contractor's License. Bidders must follow all submittal, qualifications, procedures, and contract award requirements as detailed in the Instructions to Bidders included in the bidding documents. The right to reject any and all bids is reserved. The Work will be substantially completed within 180 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 210 days after the date when the Contract Times commence to run.
