The purpose of this Request for Proposal (RFP) from qualified sources to enter into a contract to provide Hourly Electrical Services for the Albemarle County Public Schools No pre-proposal conference will be held for this solicitation. Period of Contract: One (l) year beginning on the date of award with Four (4) additional One (1) year renewal periods. All Contractors submitting bids shall be fully licensed and capable of performing all work normally encountered in residential and industrial electrical work. All work performed shall comply with State and County Codes. If requested, a Contractor shall be prepared to give full details as to the size and capability of their company to fulfil all requirements of the contract. Award will not be made to a company if it is found, in the sole opinion of the County, that it does not have the capacity to perform in a satisfactory manner. All electricians, low voltage technicians, and control technicians performing work under any resulting contract must be licensed Electricians/Journeymen. Apprentices/Helpers do not need to have a license but must be accompanied by a licensed Electrician/Journeyman. The Contractor shall be required to respond to requests for service within four (4) hours of receipt of the request through phone call or fax. A return call from the Contractor acknowledging the request and scheduling a site visit for reviewing and estimating the work, will be considered an acceptable response. The County will, during the course of the contract, make emergency requests of the Contractor, which may require immediate response. Upon receipt of an emergency request for services through phone, email, or fax, the Contractor shall be required to have a work crew on site within two (2) hours of receipt of the emergency request. This is due to the sometimes-critical nature of work required under such a contract. The Contractor shall be on a twenty-four (24) hour call for any emergency-situations, which may arise. No Miscellaneous Shop supplies fees shall be allowed. Labor rates shall be fully burdened and shall include all overhead, profit, administrative cost, supervision, individual job/project cost estimations, insurance, owner provided materials pick-up, union pension fund, worker's compensation, unemployment insurance, social security, etc. No additional cost will be allowed. Contractors must supply all necessary equipment, such as ladders, tools, etc. The Contractor shall be required to visit proposed job sites and furnish a detailed estimated cost for completing the work. Any request for quotes or estimate is considered standard overhead and will be at the Contractor's expense. Contractor shall provide a written estimate to the County or School Representative prior to all work completed. Estimate shall be in accordance with the Bid Form. No mark-ups on labor will be allowed. Labor rates shall be provided for each discipline. The rates will include all overhead, profit, administrative cost, supervision, insurance, union pension fund, workman's Compensation, unemployment insurance, social security, etc. No additional cost will be allowed. Overtime must be approved in advance by appropriate county staff. All materials and workmanship shall be guaranteed for a period of twelve (12) months after final acceptance of any work by the County and any repairs necessary shall be made by the Contractor at their expense. Travel Time is not billable as labor hours. Billing time shall begin when the Contractor arrives on site to begin the work. Billing time shall stop when the Contractor leaves the job site. The Contractor shall provide a timesheet to clock in and clock out. The timesheet must be signed by an authorized County employee and must be turned in with invoices to the County for verification. A trip charge is allowable as a flat rate fee, as outlined on the PRICING SCHEDULE, Attachment A. The trip charge is limited to once per job per day. In compliance with this request for proposal and to all the conditions imposed therein, the undersigned offers and agrees to furnish the goods/services herein. By my signature on this solicitation, I certify that this firm/individual and subcontractor is properly licensed for providing the goods/services specified. This public body does not discriminate against faith-based organizations in accordance with the Virginia Code 2.2-4343.1 or against a bidder or offeror because of race, religion, color, sex, national origin, age, disability, or any other basis prohibited by state law relating to discrimination in employment. PRE-PROPOSAL CONFERENCE: No pre-proposal conference will be held for this solicitation. Event bid description: Alternatively, proposals may be hand delivered to the designated lockbox "Vendor/Contractor Bids or Proposals Only" at the exterior of the County Office Building Visitors Entrance at 401 McIntire Road OR, proposals may be shipped/mailed to the Albemarle County Office Building, 401 McIntire Road, Room 248, Charlottesville, Virginia 22902, by not later than the date and time established herein or as modified by an addendum hereto. Regardless of the method of delivery, it shall be the Bidder's responsibility to ensure timely and accurate delivery. Proposals delivered to the wrong location or received in the specified location late, will not be considered. Please contact the Procurement Office at 434-296-5854, for delivery questions. The County reserves the right to contract with other contractors to perform services not included in this contract. This is to inform the Contractor that they may be required to work side by side with other vendors who are performing other services during the performance of the Contractor's work on this contract.
