Summary The Gainesville/Alachua County Metropolitan Transportation Planning Organization (MTPO) requires the services of two or more consultants to provide professional planning and production support. It is the specific intent of the MTPO to select firms with a broad range of services. The consultant(s) will assist the MTPO staff by providing technical resources to accomplish tasks outlined in the adopted Unified Planning Work Program (UPWP) on an as-needed basis. This scope identifies the types of tasks assigned to consultants under General Planning Consultant contracts. Background Location: Alachua County is located in North Central Florida. The County government seat is situated in Gainesville. Gainesville is located 70 miles southwest of Jacksonville, 129 miles southeast of Tallahassee, 140 miles northeast of Tampa - St. Petersburg and 109 miles northwest of Orlando. Alachua County has a population of over 250,000 and a regional airport. The County itself consists of a total area of 969 square miles. Form of Government: Alachua County is governed by a Board of five (5) elected County Commissioners and operates under the established County Manager Charter form of government. In addition to the five County Commissioners, there are five elected Constitutional Officers: Supervisor of Elections, Sheriff, Clerk of the Court, Tax Collector, and the Property Appraiser. The Alachua County Attorney also reports to the Board. Question Submission Deadline: December 28, 2025, 12:00am Scope of Services The Gainesville/Alachua County Metropolitan Transportation Planning Organization (MTPO) is responsible for carrying out the region's metropolitan transportation planning program in collaboration with local officials and residents. This is required to receive federal and state funding for highway, transit, bicycle, and pedestrian transportation projects. The MTPO Board is the decision-making policy body of the organization. The MTPO is governed by a Board of 15 members, including all 5 County Commissioners, all 7 City of Gainesville Commissioners, including the Mayor, and one representative from each of the following organizations: the Gainesville Regional Airport, the School Board of Alachua County, and a rural municipality. Ex Officio members include the Florida Department of Transportation and the University of Florida. The services requested by the County under this solicitation are for Annual General Planning Consultant to MTPO. 6.1. Services The Consultant will perform professional transportation planning analyses to develop specific recommendations and products, to assist the MTPO in performing various tasks. The Consultant will perform all tasks on an as-needed basis. For each task a written scope of services will be negotiated by the MTPO Project Manager and the Consultant's Project Manager not to exceed a previously negotiated fee. Details of the Consultant's specific responsibilities, the work to be done, and products to be delivered will be defined in the scope of services issued and signed by the Executive Director. No work is to be started until the Consultant receives a Notice to Proceed letter signed by the Executive Director and initialed by the MTPO Project Manager. The MTPO is funded through FHWA Metropolitan Planning Funds and FDOT for the completion of work and requirements. 6.2. Consultant Services Possible work tasks for which Consultant Services may be required include, but are not limited to the following activities in the Unified Planning Work Program (UPWP): Administration Tasks required to manage the transportation planning process on a continual basis including program administration, development, review and reporting, anticipated staff development and an annual audit as required by 23 C.F.R. 420.121(c). Data Collection Tasks needed to monitor area travel characteristics and factors affecting travel such as socioeconomic, community and land use data, transportation system data, natural, physical, and human environmental concerns and issues. Transportation Improvement Program (TIP) Tasks associated with developing and managing the TIP. Long Range Transportation Plan (LRTP) Tasks required for the development and management of the Long Range Transportation Plan. Special Project Planning (or 'Special Studies') Non-recurring planning studies/projects. Examples include corridor studies, ITS studies, master plans, transit studies, etc.The majority of consultant efforts are Special Studies. Public Involvement Tasks necessary to implement the MTPO's Public Participation Plan during the development of the UPWP, LRTP, TIP, and other plans and programs as required. Systems Planning Recurring planning studies/projects/programs such as transit, bicycle/pedestrian, TDM, Transportation Disadvantaged, Intelligent Transportation Systems (ITS), etc. Additional Assistance Perform required technical analyses as assigned by the Executive Director, to respond to directives from the MTPO, new federal and state requirements, requests from member local governments, and requests from the general public. This may include logistical support at public hearings/meetings, workshops, special graphics, brochures, pamphlets, handouts, etc. Where necessary, review work products submitted to the MTPO, assist with project management, development of project scope of services, etc. 6.3. Responsibilities of the MTPO The MTPO will provide the following services and data to the Consultant for the performance of these services: Available data and information, including project objectives, constraints, budgetary limitations, and time restraints. Available drawings, maps, specification, schedules, reports, data and other information developed by the MTPO and its member local governments and agencies which the MTPO considers pertinent to the Consultant's responsibilities, as described herein. 6.4. Responsibilities of the Consultant The Consultant will perform only those services directly authorized by the Executive Director. Progress reports and invoices will be provided on a monthly basis and must include hours per task and dollars spent per task. The Consultant will provide the MTPO electronic and hard copies of all work products (reports, spreadsheets, data sets, drawings, graphics, etc.) in a format compatible with the MTPO. All graphics shall be provided to the MTPO in a photo-ready reproducible format. The Consultant will meet with the Executive Director when so requested, and will provide progress reports for each scope of services issued. All computer analysis will be performed on PC compatible computers utilizing software and analysis techniques approved by the Executive Director. All documents and support materials developed for the MTPO will be prepared in Windows software including Word, Access, Excel and Power Point and other software utilized by the MTPO. All GIS related information will be provided in a format compatible with the MTPO. All materials, documents and information and programs developed for the MTPO will become the property of the MTPO. 6.5. Contract Award and Administration This is a continuing contract for as-needed professional services procured in accordance with 287.055, Florida Statutes. The County has entered into similar agreements with other consultants, and those other consultants may be tasked Projects if the Professional cannot be issued a Task Work Order as described below. Task Work Order shall be issued to the Professional utilizing the following criteria: Task Work Orders will be assigned based on scope, qualifications, and staff availability required for the specific Task Work Order: As to scope, the County will evaluate and confirm that the scope of the proposed Task Work Order is within the Scope of this Agreement; As to qualifications, the County will evaluate and confirm that the Professional is qualified to perform the proposed Services; and As to staff availability, the County will coordinate with the Professional to determine whether the Professional can achieve the County's schedule for completing the Services described in the proposed Task Work Order. Task Work Orders will not be assigned if a conflict of interest as defined by 337.14(7), Florida Statutes, prohibits the Professional from performing the Task Work Order. The following process shall be followed for each proposed Task Work Order: Step 1: The County and Professional shall meet to agree upon a detailed scope of work for the proposed Task Work Order. Once a detailed scope of work is agreed upon, a meeting date shall be scheduled for man-hour negotiations. Step 2: The County and the Professional shall independently prepare man-hour estimates, man-hour classification spread and operating margin justifications for the agreed upon scope of work; man-hour estimates, man-hour classification spread, and operating margin justification shall not be exchanged until the man-hour negotiation meeting. Step 3: At the man-hour negotiations meeting, the County and the Professional shall exchange independent man-hour estimates, man-hour classifications spread and operating margin justification ("Man-Hours"). Man-hours shall be negotiated until a mutually agreed upon or until negotiations fail. Step 4: If the County and the Professional has successfully completed Steps 1 through 3, then they shall coordinate to develop a mutually acceptable schedule. The agreed upon schedule shall be reduced to writing and incorporated into the proposed Task Work Order. Step 5: The County shall issue the mutually agreed Task Work Order to the Professional. The following process shall be followed to determine the rate and fees for Task Work Orders issued under this Agreement: The Professional shall provide the County with an employee classification list for each of the Professional's employees and for each employee of the Professional's sub-consultants, if any, that may perform any of the Services under the proposed Task Work Order. The list shall be provided to the County during Step 2, above. The list shall include the rates for each classification in accordance with the Rates to this Agreement. The specific number of hours to be authorized by the Task Work Order for each classification shall be determined during Step 3, above. The Payment Schedule and Rates shall be used to calculate and determine the total lump sum amount that the Professional will be paid to complete Task Work Order, including for Services such as density testing, asphalt coring or auger borings, environmental test or services of a similar nature. Task Work Orders shall be issued on a lump sum basis except in cases where the level of effort is unknown, such as CEI assignments or when an unknown amount of unit services are needed at the time the Task Work Order is being negotiated. In such cases the Task Work Order shall provide a NOT-TO-EXCEED AMOUNT, whereby the Professional will not be entitled to payment for performing Services in any amount that exceeds the NOT-TO-EXCEED AMOUNT unless prior written approval is given by the County in the form of a written amendment to the Task Work Order that is signed by both the County and the Professional. Task Work Orders may be issued with a combination of lump sum amounts for some Services and a NOT-TO-EXCEED AMOUNT for other Services. The lump sum amount and/or the NOT-TO-EXCEED AMOUNT shall be mutually agreed upon by the County and Professional during Step 3, above.
