Demolition, site work, paving and new construction of a bridge / tunnel in Rutland Charter Township, Michigan. Conceptual plans call for site work for a bridge / tunnel; for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; and for paving for a bridge / tunnel.

The Saginaw County Road Commission (SCRC) is requesting proposals for Engineering Services for the design of a Federal Aid Project within Saginaw County. For scheduling purposes and a design timeline, the project should be submitted to the Michigan Department of Transportation in anticipation of December 2026 letting date at the latest. This project is a full structure replacement for an existing bridge in Richland Township. Schultz Road is a two-lane dead end local road carrying approximately 15 vehicles per day. The project shall be designed according to current standards and in accordance with a typical MDOT Federal-Aid project. Our vision of the project is to keep the 2-lane cross section and provide as much shoulder as possible. Any easements determined necessary throughout the course of design would be considered an additional service and the cost for which would be negotiated during the course of the design project. For purposes of clarifying the scope, it can be assumed that there will be no easements that will need to be obtained at this time. Given that this is a dead-end road, we propose constructing the new bridge to the east of the existing bridge, allowing the old bridge to remain open for residents and emergency access. We would prefer the new bridge to be built as a precast structure to expedite the construction process. The current bridge is offset to the west side of the right of way, allowing the new bridge to be built to the east of the old bridge within the right of way. The design shall follow a critical path to meet a proposed letting date no later than December 2026. The estimated start of construction would more than likely be January 2027 with completion in Mid-May 2027. It is important that this bridge be built during winter months to avoid potential environmental conflicts and to provide winter work for available construction administration staff.
