The new WWTF will be situated on a site adjacent to the Town's existing WWTF. The existing plant was constructed in 1974, and it has been determined that the facility has reached the end of its useful life. Based on both age and condition of the existing WWTF along with the more stringent effluent permit limits stipulated by the new NPDES effluent permit issued to the Town in 2022, it has been determined that the existing plant cannot be reused and rehabilitated and the Town has decided to decommission and demolish once the new WWTF is fully constructed and commissioned. The new WWTF will incorporate biological and tertiary treatment processes consisting of aeration basins configured in an MLE arrangement for further nitrogen reduction, followed by a membrane bioreactor (MBR) system. The main systems that make up the new WWTF include: a raw wastewater influent pump station, a headworks featuring two stage fine screening and a grit capture system, a flow equalization basin, biological treatment basins and MBR, a granular activated carbon effluent polishing system, UV disinfection and Belt filter Press sludge dewatering system. A Basis of Design Report (BODR) and preliminary design plans for the new WWTF have been prepared to date. The Town is seeking the VE firm to accomplish the following specific tasks: Review and advise on layout of new proposed WWTF and identify opportunities to reduce footprint requirements. Review and advise whether appropriate redundancy has been provided with focus on tankage of the new WWTF and administrative areas, i.e. the parts of the new plant that have appreciable footprint requirements. Review national, state and local codes governing the new WWTF design and provide comment and input of whether certain codes, but predominantly the NFPA 820 code governing classifications and respective HVAC system design is appropriate along with opportunities to realize both capital cost and long-term annual O8tM savings. Proposals shall be limited to 20-pages (8-1/2" x 11"), double sided, and, in addition to the requirements previously set forth herein, must contain the following: Professional qualifications of the firm. List of previous value engineering performed on WWTF projects. Description of the value engineering methodology, including detailed scope which can be used in a contract with the VE firm. Preliminary VE report shall be submitted in electronic format, and six hard copies shall also be provided. Current workload and availability of personnel to be assigned to the project, including resumes. Detailed schedule for completion of work. Cost proposal. References from clients with completed projects. List of intended subcontracted professional services, if anticipated. Six copies of the qualifications package shall be submitted to the Town. Value Engineering firms shall direct all questions and requests for clarifications to Dylan Tucker, Director of Municipal Utilities. All questions must be submitted no later than 4:00 p.m. on 12/2/2025. Provide review of the construction schedule and 30 % OPCC To be considered qualified for this work, the Town of Waterville Valley, New Hampshire is seeking a value engineering firm with a minimum often (10) years of experience performing Value Engineering work on WWTF projects with commensurate experience in design and construction related services of WWTFs, along with demonstrated capability to understand construction costs and schedules. The proposed firms must focus on demonstrating their prior work experience and abilities to address the specific items above. The Town is seeking to confirm that the projects highlighted by the firm in their Qualifications Statement along with references are tied to professionals and technical staff the firm is proposing for this VE assignment. The Town is on a fast-track schedule to undertake this project and requests that the VE work be fully accomplished in four consecutive days and with a preliminary report submitted to the Town no later than one week following the completion of the VE work. The Town requests the VE firm's team to be comprised of senior engineers, technical staff and a cost estimator, each with a minimum of 10 years' direct and relevant experience to this Town project. The VE team must comprise a) VE Team manager b) a Civil/Mechanical Process Engineer c) a structural engineer d) an HVAC engineer and e) a Construction Cost Estimator. The Town of Waterville Valley, New Hampshire will evaluate submissions and select a qualified firm to provide valuable engineering services related to the design and construction of its new WWTF. Technical support services under this solicitation will include but not be limited to performing a four (4) day value engineering study, with a draft report to be submitted no later than one week after the value engineering study is completed. The selected firm shall focus on building layouts and configurations and the overall plant layout with an in-depth review of the mechanical, HVAC, structural, and general civil designs as described herein. The WWTF replacement project will be funded, in whole or in part, by federal and state loan/grant funds under existing programs. The Town reserves the right to accept or reject any or all submittals. The Town will review the proposal submitted and may at its discretion conduct in-person interviews prior to selecting a firm to complete the work.
