The work includes roadway reconstruction of Boulder Path, Snow's Mountain Road, Greeley Hill Road, and Jasinski Road. The reconstruction of Boulder Path also includes multi-use pathway construction along the roadside. For Boulder Path, the scope includes extension of the sanitary sewer main and installation of a closed drainage system. For Snow's Mountain Road, Greeley Hill Road, and Jasinski Road, the scope includes replacement of the existing water main, extension of the sanitary sewer system, and installation of a closed drainage system maintaining existing drainage patterns. Bids will be received for a single prime contract on a unit price basis, with additive alternate bid items as indicated in the Bid Form. To be considered a responsive bidder, the contractor must have obtained at least one set of electronic or paper plans and specifications from HEB Engineers, Inc., and such record must exist in the office of the Engineer. Attendance at the pre-bid conference is mandatory. Bid security in the amount of 5% of the Bidder's maximum bid price must be provided with each bid. The successful bidder shall furnish 100 percent Performance and Payment Bonds. Along with the bid, the bidder shall supply Certificates of Insurance naming the Owner and Engineer as additionally insured prior to contract execution. The apparent successful bidder shall submit a Qualifications Statement for each Subcontractor, Supplier, and other person and organization requested, if any, within five days of request. The Owner reserves the right to reject any and all bids, to waive informalities, and to negotiate contract terms with the successful bidder. Discrepancies in multiplication of units of Work and unit prices will be resolved in favor of the unit prices.
