As of January 29, 2026, this project has not yet been awarded. A timeline for the award has not yet been established. The work consists of the installation of a septic field for Building Q – Emergency Services Training Center (ESTC) on the existing campus in Palatine, Illinois. Bids must be submitted in an opaque sealed envelope addressed to Harper College, Purchasing Department. Bid security in the form of bid bond in an amount equal to five percent (10.0%) of the aggregate of the Base Bid amount and all Alternate Bid amounts must be submitted with the bid. Performance, Labor and Material Payment Bonds, and Certificate of Insurance will be required from the successful bidder. Bidders must comply with applicable Illinois law requiring payment of prevailing wages and statutory requirements regarding labor, including Equal Employment Opportunity laws. Contractors shall pay not less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12). Bidders shall comply with the Business Enterprise Program: Participation and Utilization Plan developed by Harper College. A zero percent (0%) aspirational goal is set on the contract. Any bid submitted unsealed, unsigned, by fax, email, or received after the deadline may be disqualified and returned to the bidder. Lump sum bid proposals will be received and opened as scheduled. No bid may be withdrawn for a period of ninety (90) days after submission without the consent of the Board of Trustees. Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures, and to award the contract in a manner best serving the interest of the College.
