Sealed proposals are sought and requested by the Liverpool Central School District for Work of Multiple Contracts consisting of Renovations and Reconstruction to District Buildings Liverpool CSD 2024 Capital Project : Phase 1 Elmcrest Elementary N.Y.S.E.D. No. 42-15-01-06-0-015-008 Willowfield Elementary N.Y.S.E.D. No. 42-15-01-06-0-024-011 Morgan Road Complex N.Y.S.E.D. No. 42-15-01-06-0-018-020 Contract No. 105: Sitework Contractor Work consists selective demolition, asbestos abatement, cast underlayment, concrete polishing, reinforced concrete unit masonry, structural steel framing, metal fabrications, pipe railings, rough carpentry, architectural wood casework and millwork, thermal insulation, thermoplastic polyolefin roofing, firestopping, joint sealant, hollow metal doors and frames, flush wood doors, coiling counter doors, aluminum framed entrances and storefronts, fire resistive framed glazing assemblies, unit skylights, door hardware, glazing, floor prep, gypsum board assemblies, non-structural metal framing, tiling, acoustical ceilings, resilient flooring base and accessories, refinishing of terrazzo, resinous matrix terrazzo flooring, tile carpeting, sound absorbing wall and ceiling units, exterior painting, interior painting, visual display units, signage, folding panel partitions, toilet bath and laundry accessories, fire protection specialties, projection screens, gymnasium equipment, window shades, manufactured wood casework, countertops, entrance floormats and frames, telescoping bleachers Question Deadline 12/12/2025 All pre-bid questions or requests for information (RFI) shall be in writing and may be submitted in email format: Campus Construction Management: David Butts: dbutts@campuscmg.com Jacob Hinman: jhinman@campuscmg.com Ashley M'cGraw Architects: Dan Donovan: donovan@ashleymcgraw.com Greg Warner: warner@ashleymcgraw.com. Verbal inquiries will not be accepted. Pre-bid questions will no longer be accepted. All questions warranting response shall be addressed by addendum to all plan holders. The Bidding Documents shall be available Ashley M'cGraw Architects 125 East Jefferson Street Syracuse, NY 13202 Liverpool CSD, District Office 195 Blackberry Road Liverpool, NY 13090 Electronic Format: In an effort to be environmentally and fiscally conscious of paper use and consumption documents will be available as digital sets. The Contract Documents may be obtained from online for a non-refundable cost of $50.00. After receiving the files prospective Bidders may obtain paper copy prints of the documents, full set or partial set, at their own cost from Plan & Print Systems or by taking the disk to a printer of their choosing. Documents may also be viewed free of charge at online. As bid security, each proposal shall be accompanied by Certified Check or Bid Bond made out to Owner, in accordance with amounts and terms described in INSTRUCTIONS TO BIDDERS. The Owner reserves the right to waive any informality in, or to reject, any and all bids. No bidder may withdraw his proposal within forty five (45) calendar days of actual date of opening thereof. The project consists of renovations and Sitework at the following district buildings: Elmcrest Elementary 350 WOODS ROAD LIVERPOOL, NY 13088 Willowfield Elementary 3900 Route 31 Liverpool NY 13088 Morgan Road Complex 7795 MORGAN ROAD LIVERPOOL, NEW YORK 13090 All Sitework Work bidders shall visit the site to verify and review existing conditions before estimating the cost of the project. nn. The Sitework Contractor (Contract #105) includes all site demolition such as utilities, paving, fencing, etc., and offsite legal disposal of same and the protection and maintenance of all existing utilities throughout construction, including those to be relocated or replaced unless otherwise noted. The Sitework Contractor will be responsible for all site electrical demolition and removals back to source. oo. Where shown on the Contract Drawings, the Sitework Contractor (Contract #105) will relocate existing plantings to temporary locations and relocate again to final location. Maintenance and care are the responsibility of this contract. If plantings die or become discolored / damaged this contract will replace with healthy plants of same kind. Coordinate with Construction Manager. pp. Sidewalks, curbs, ramps and exterior stairs, railings, etc. are the responsibility of Sitework Contractor (Contract #105) as identified on drawings unless otherwise noted. qq. Exterior concrete equipment pads (ex. Hotbox, Generator, ect.) are the responsibility of the Sitework Contractor (Contract #105). rr. The Sitework Contractor (Contract #105) is responsible to remove exterior stairs, footings, railings where indicted on the Contract Documents. ss. Sitework utilities including storm, fire protection, water, gas and sanitary area by the Sitework Contractor (Contract #105) who will also pay all associated costs and fees for utility installation, reconstruction and disconnection. tt. Sitework Contractor (Contract #105) will be responsible for all backfilling, compaction, testing, and grading inside and outside the building pad, including up to all foundation and perimeter walls and seed landscape. uu. Where shown on the Contract Drawings the Sitework Contractor (Contract #105) will relocate existing plantings to temporary locations and relocate again to final location. Maintenance and care is the responsibility of this contract. If plantings die or become discolored / damaged this contract will replace with healthy plants of same kind. Coordinate with Construction Manager. vv. Review all geo-technical information of the site including test pit and boring evaluation. ww. The Sitework Contractor (Contract #105) is responsible for all backfill, sidewalks and all final exterior grades. xx. The Sitework Contractor (Contract #105) is responsible for dewatering for the work of their Contract and the entire site. yy. Sitework field engineering is the responsibility of the Sitework Contractor (Contract #105) for work of this contract. zz. The Sitework Contractor (Contract #105) shall provide the District, Architect & Construction Manager with a written agreement and stipulated legal compliance to properly dispose of material off site. In addition, this contract will comply with all DEC Regulations. aaa. The Sitework Contractor (Contract #105) is responsible for the disposal offsite of unsuitable soils and rock generated by its work. bbb. The Sitework Contractor (Contract #105) shall maintain traffic including all temporary signage and is solely responsible for safety throughout the length and duration of the work of the project. Temporary traffic lanes must be a minimum of 12' wide. ccc. The Sitework Contractor (Contract #105) shall coordinate with Construction Manager and Owner locations of signs, cones, and flag-persons as necessary to maintain proper traffic control for the duration of this project. The Sitework Contractor (Contract #105) is required to implement the use of temporary traffic control signals if necessary. ddd. The Sitework Contractor (Contract #105) shall keep roads clean of mud and debris for this contracts scope of work. This includes but is not limited to scraping, sweeping, and washing. No materials to be tracked off site. If materials are tracked off site, it shall be cleaned up immediately. eee. The Sitework Contractor (Contract #105) shall provide an additional 2,000 linear feet of plastic construction safety fencing and stakes to be used at the discretion of the Construction Manager. fff. The Sitework Contractor (Contract #105) will provide all temporary portable chain linked fencing for the scope of this contract. Fencing includes both what is included on the drawings and in the specifications. All gates shall have welded hinges and locking latches that are also welded to the attaching posts. The Sitework Contractor (Contract #105) shall maintain fencing throughout the duration of the project and will remove and dispose of all temporary fencing at the completion of this contracts scope of work. ggg. The Sitework Contractor (Contract #105) is responsible for preparing the site as shown on the Site, Safety and Logistics Plans at the contractor staging area at Elmcrest Elementary, Willowfield Elementary and Morgan Road Complex. This includes all fencing, staging areas, temporary walkways, and roadways. hhh. The Sitework Contractor (Contract #105) shall be responsible for implementation and maintenance of the SWPP Permit (Storm Water Pollution Prevention Plan) and will be copied on inspection reports for compliance and will be responsible under its Contract to correct any non-compliance noted by governing bodies, inspection agencies and agents of the district. Include a separate labor and material line item on the Schedule of Values for this work. iii. The Sitework Contractor (Contract #105) is responsible for all pipe bollards, bike racks on site. jjj. The Sitework Contractor (Contract #105) is responsible for all temporary protection as noted on site drawings. kkk. The Sitework Contractor (Contract #105) will relocate unused excavation spoils from the work associated with their contract. lll. The Sitework Contractor (Contract #105) is to coordinate with the Village, Town and County for curb cuts or any affiliated work associated with the curb cuts. mmm. The Sitework Contractor (Contract #105) is to coordinate all testing agencies and special inspections as per Specification 01 40 00 and notify CM prior to all inspections. nnn. The Sitework Contractor (Contract #105) must submit the steel and rebar shop drawings within four (4) weeks of receiving a letter of intent or contract. ooo. The Sitework Contractor (Contract #105) is responsible for all electrical demolition, removals, and relocations necessary for site work operations. The General Trades contractor will coordinate with the Electrical Contractor for scheduling. ppp. Notes: Sitework Contractor (Contract #105) is Erosion and Sediment Control. 1. Comply with regulations of New York Guidelines for Urban Erosion and Sediment Control published by Soil and Water Conservation Service and appropriate local ordinances and governing agencies where applicable. 2. Do not begin construction until the schedule and methods of operation for Erosion and Sediment Control Plan have been accepted. Maintain all erosion control throughout the course of construction. 3. Revise Erosion and Sediment Control Plan as conditions change during construction. 4. Take precautions to prevent mud from construction site work from accumulating on adjoining public roads and sidewalks and Owner's public roads and sidewalks. Clean accumulation of mud from roads and sidewalks immediately, or when directed by public authorities, Owner, or Construction Manager. 5. Plan and execute construction by 'means and methods' which control surface drainage from cuts and fills and borrow areas, and to prevent erosion and sedimentation. 6. Minimize the amount of bare soil exposed at one time 7. Provide temporary measures such as berms, dikes, dams, sediment basins, fiber mats, netting, gravel mulches, grasses, slope drains, and other erosion control devices or methods appropriate to conditions to the site. 8. Periodically inspect earthwork to detect evidence of erosion and sedimentation; promptly apply corrective measures. ii. Site Work Utility installation related to the Playground Scope of Work is the responsibility of the Sitework Contractor (Contract #105). iii. The Sitework Contractor (Contract #105) will be responsible for all grading within the inner and outer footprint of the Playground area and transition to adjacent grade. iv. Review section 001000 Instructions to Bidders for alternates for work of this contract. v. Review 010150 for Project Schedule. vi. Review Selective Demolition requirements in Prime Contractors Scope of Work. i. Sitework Contractor (Contract #105) includes all site demolition such as utilities, paving, concrete, fencing, tress, curbing, stone, decorative planters etc. Relocation of existing dedicated plantings to locations identified by the owner and will warranty relocated plantings, replacing them in kind for 1 year, benches, planter boxes, etc..., and offsite legal disposal of same and the protection and maintenance of all existing utilities throughout construction, including those to be relocated or replaced. Within the inner and outer footprint of the Playground. k. Field Engineering is the responsibility of the Sitework Contract (Contract #105). l. Within the inner and outer footprint of the playgrounds, The Sitework Contractor (Contract #105) is responsible for all concrete and paved structures, but not limited to the following retaining walls, landing, aprons, pads, curbs, sidewalks, ramps, exterior stairs, etc. Install all sleeves and embeds provided by others as related to this work. All play surfaces are the responsibility of the Sitework Contractor (Contract #105) m. The Sitework Contractor (#105) shall provide the District and Architect with a written agreement and stipulated legal compliance to properly dispose of material, offsite. In addition, this contract will comply with all DEC Regulations. n. Review Section 024119 for selective demolition requirements in Prime Contractors Scope of Work. o. Review Section 015000 for work requirements of Temporary Facilities activities in the Prime Contractors Scope of Work. p. Sitework Contractor (#105) will provide 6' high temporary chain link safety fencing around the Playground work area for duration of work. q. The temporary fencing shall be moved and or relocated at no additional cost to the owner, wherever deemed necessary at the direction of the Construction manager. r. The Sitework Contractor (Contract #105) is responsible for protection of vegetation as noted in the contract documents. s. The Sitework Contractor (Contract #105) is responsible for subgrade, grading and drainage required for Playground Surfacing. t. The Sitework Contractor (Contract #105) is responsible for all work required by or relating to Playground surfacing, including (but not limited to) the Playground Surfacing itself. u. The Sitework Contractor (Contract #105) is responsible for any and all playground and playground equipment work
