The Contractor shall, in a timely manner, remove and reuse trolley short rails located before and after the cranes' boom hinges, remove existing shim plates, and install new Port-supplied shim plates (with responsibility for trimming for proper fit). The scope includes evaluating and repairing the railbed as needed (repairs to be performed T&M at Port's prior approval), installing fishplates, bolts, nuts, washers, rail clips, and fix blocks (all provided by Port), and supplying certified labor, supervision, welding equipment, and other necessary materials/consumables. Labor must be TWIC-compliant prior to mobilization. The Contractor may use a ZPMC-manufactured rail replacement platform for this work. The Contractor must be experienced in these types of STS crane repairs at major US and foreign ports within the last three years, follow all Port and regulatory safety procedures, and supply daily task hazard analyses and safety briefings overseen by a dedicated HSE representative. Environmental controls include spill prevention, debris containment, and waste management per standards. Upon completion, the Contractor must provide photographic and written documentation of evaluations and repairs per Port direction. Bidders must submit a Lump Sum Cost for the services and T&M rates for repairs or other work outside the base scope. Selection criteria include price (40%), past business with the Port (30%), team orientation (20%), and delivery schedule (10%). Port Freeport reserves the right to reject any or all bids or accept any deemed advantageous.
