Renovation of a recreation facility in Freeport, Texas. Conceptual plans call for the renovation of a 4,800-square-foot, two-story above grade recreation facility.

REQUEST FOR QUALIFICATIONS: It is the intent of the City of Freeport to select a Professional/Firm through this process for architectural and design services for Heritage House located at 303 East Park Avenue Freeport, TX 77541. Submissions are to include the information requested, in the sequence and format prescribed. In addition to, and separate from the requested information, submitting organizations may provide supplementary materials further describing their qualifications, capabilities, and experience. Do NOT include pricing in your submission. BACKGROUND: The City of Freeport’s Heritage House is an outdated rental facility in need of renovation, starting with the design phase. This facility is a two-story hospitality and entertainment space of approximately 4,800 square feet. SITE VISIT: A site-visit is scheduled for January 28, 2026 at 9:00 AM CST. PROJECT GOALS: The City of Freeport is seeking qualified firms to develop an accurate set of existing construction drawings to serve as a baseline of drawings to further communicate the scope for future contractors to understand the proposed demolition and reconstruction work associated with this remodeling project. SCOPE OF SERVICES: The qualified firm will work with the City of Freeport, along with professional structural engineering and windstorm consultants, to provide the plans for a structurally safe and windstorm compliant facility. The qualified firm will develop complete construction documents for the permitting and construction of the development of the Heritage House. EXPECTATIONS OF FIRM: The qualified firm will prepare work designed and specified to comply with all local building codes, including all state and national accessibility standards. Deliverables of this scope of work will include submittals of design and engineering drawings for review along with all members of the design team. Submittal milestones should include complete Schematic Design, Complete Design Development, a 50% owner review set, and a 100% Construction Documents package. Upon completion of each design phase, and as authorized by the City of Freeport, final construction documents and specifications will be delivered to the City of Freeport for competitive general contractor bidding. Responsibilities of the process will include professional services for the stated scope of work through the Construction Documentation, Bid/Negotiation phase, Construction Administration, and Project Closeout.
