*As of January 28, 2026, this project has been awarded to Unitec, Inc., awarded amount not available.** The City of Lake Worth Beach is soliciting bids from responsible and experienced Contractors for a long-term contract for the Fiberoptic Engineering, Design, Material, Supplies and Installation on as needed basis. The objective of the Invitation for Bid ("IFB") and subsequent contracting activity is to secure the services of experienced Contractors who are capable of efficiently providing fiber optic engineering, design, material, supplies and installation for a City of Lake Worth Beach fiber optic network system in a timely and cost-effective manner. The successful bidder shall, as needed, handle the integration, supply, installation, connection, and maintenance/repair of the City's Electric Utility Operational Network Systems, outside plant (OSP), fiber optic cables, equipment, supplies, and general network cabling systems. The bidder may also be required provide similar services for the new City-owned electric utility infrastructure. The Bidder must demonstrate expertise in the referenced works, supply and services and must be able to meet minimum qualification requirements in e rience, equipment availability, personnel qualification and safety records to be considered for the award. Question Deadline 12/15/2025 at 4:00 PM ET Requests from Bidders for interpretation or clarification of the Bid Documents shall be submitted at lakeworthbeachfl.bidsandtenders.net or emailed to the Procurement Division of Financial Services at purchasinq1@lakeworthbeachfl.gov Bids must be placed in a sealed envelope and marked with the bid number, title, date, and hour bids are scheduled to be received. Bidders may deliver bids to City Hall during regular business hours. Bidders are responsible for ensuring that their bid is received and stamped by office personnel by the deadline indicated. Bids are not accepted by email, telephone, telegram, facsimile, or any other method except as specified. Any contract executed may be funded in whole or in part by a federal grant, which requires compliance with all applicable federal law, regulations, executive orders, policies, procedures, directives, and special clauses. Bidders are responsible for ensuring their bid is received at the designated office by the deadline. Question Deadline: Mon Dec 15, 2025 4:00 PM (EST) Services may be required at 14 substation locations, over 70 recloser locations, additional future sites, additional intelligent devices on the line, and as determined by the City's needs. The mention of "14 substations" and "70+ reclosers" is for informational purposes only. The successful bidder must provide services on a timeand-material basis within the City's service area. A. The selected bidder shall coordinate and schedule all installation, modification, removal, or repair activities for communication and control infrastructure, such as fiber optic cabling, conduits, and related equipment, near medium-voltage systems, with the City of Lake Worth Beach Electric Utility. B. All tasks must be executed with professionalism, ensuring minimal disruption to the City's regular operations. C. The bidder shall adhere to all relevant national, federal, state, and local regulations, codes, and standards governing safety, construction, electrical systems, fire safety ow-voltage communication wiring, and installation practices. Equipment and services supplied to the City must meet Federal Communications Commission (FCC) regulations. Work shall align with recognized industry standards, such as those from EIA/TIA and BICSI. All cables, wires, materials, and equipment installed must be tested and certified by an approved testing agency for their intended purpose. D. All installations and materials must comply with the following codes and standards relevant to work near medium-voltage systems. If conflicts arise between this document and these standards, the stricter requirement prevails: E. ANSI/TIA/EIA-569-A - Commercial Building Standard for Telecommunications Pathways and Spaces, latest edition G. ANSI/TIA/EIA-606 - Administration Standard for Telecommunications Infrastructure of Commercial Buildings, latest edition H. ANSI/TIA/EIA-607 - Commercial Building Grounding and Bonding Requirements for Telecommunications, latest edition I. ANSI/TIA/EIA TSB 72 - Centralized Optical Fiber Cabling Guidelines J. ANSI/TIA/EIA TSB 75 - Additional Horizontal Cabling Practices for Open Offices K. National Electrical Safety Code (NESC) - For safety practices near medium-voltage power lines and equipment L. National Electrical Code (NEC) - Applicable sections for low-voltage systems and safety near electrical infrastructure M. National Fire Protection Association (NFPA), including: NFPA 70 - National Electrical Code N. NFPA 70E - Standard for Electrical Safety in the Workplace, for safe work practices near medium-voltage systems j) Institute of Electrical and Electronics Engineers (IEEE), including: 1. IEEE 80 - Guide for Safety in AC Substation Grounding, for safe practices near substations 2. IEEE 1590 - Recommended Practice for the Electrical Protection of Communication Facilities Serving Electric Supply Locations . Occupational Safety and Health Administration (OSHA) Regulations - Safety standards for work near electrical systems 4. Americans with Disabilities Act (ADA) Requirements - For accessibility in applicable areas of utility facilities 5. American Society for Testing and Materials (ASTM) - Standards for materials used in infrastructure 6. Building Industry Consulting Service International (BICSI), including: 7.
